As a Chemist in the Office of Pharmaceutical Science (OPS), Center for Drug Evaluation and Research (CDER), Office of Medical Products and Tobacco, Food and Drug Administration (FDA), you will evaluate drug substance synthesis, drug product formulation design, or drug product manufacturing processes and associated control strategies, including analytical procedures used to ensure the safety, efficacy and quality of drugs produced by foreign and domestic producers.

  • Reviews and evaluates chemistry, formulation, manufacturing, controls, and biopharmaceutics including drug releases, technical aspects of labeling and environmental impact information submitted in various drug applications and supplements (i.e BLAs, NDAs, ANDAs, and INDs).
  • Evaluates the adequacy of testing and control of container closure systems, starting and intermediate materials, reagents, and solvents.
  • Establishes clinically relevant quality standards to ensure its clinical performance for approval to market and for the entire lifecycle of the drug product.
  • Assesses the adequacy of pharmaceutical manufacturing; and, products usability and acceptability to the patient.
  • Evaluates the adequacy of analytical methods and validation reports used during synthesis, characterization, manufacture, release and stability testing of drug substances and drug products.
  • Communicates review outcomes including any identified deficiencies or issues, established policy and any further requests through oral and/or written communication.

Applicants must demonstrate that they meet the basic AND the specialized requirement as noted below:

Basic Requirement: Possess a four year degree in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics; OR a combination of education and experience -- course work equivalent to a major as indicated above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education. (You must submit a copy of your transcript(s) at time of application demonstrating the required coursework noted above).

Specialized Experience Requirement:  

Qualifying experience for the GS-13 includes one year of specialized experience, equivalent in difficulty and complexity to GS-12 in the Federal service, which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform the duties of the position. For this position, specialized experience is experience leading the review and analysis of chemical processes and/or formulations involved in the manufacturing of drug substances and/or drugs; analyzing and evaluating written scientific and technical data in order to review drug applications or amendments; and communicating identified problems and deficiencies.


This position requires that specific course(s) be demonstrated to meet the basic education requirement.  Your transcript(s) must clearly demonstrate the course(s) listed in the qualification requirement section.  If the transcript(s) does not clearly demonstrate this you must submit a copy of the course description and/or other documentation demonstrating that the courses are equivalent.

Failure to provide any of the above will result in an ineligible rating.

Conditions of Employment:

1. Time-in-Grade: Career or career-conditional current and former Federal employees who select to apply under merit promotion procedures must have served 52 weeks at the next lower grade level of this position.
