Location: JFHQ, CONSTRUCTION AND FACILITIES MANAGEMENT OFFICE (CFMO), OKC, OK

 

WHO WILL BE CONSIDERED:   This position is open to all current members of the Oklahoma Army National Guard.  Military grade available 1LT through Major.

NATIONAL GUARD MEMBERSHIP REQUIRED:  This is an excepted position that requires active membership in a compatible skill in the Oklahoma Army National Guard and the wear of the military uniform.  Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment.

 

MILITARY REQUIREMENTS:  Selected candidate will be required to be in a compatible military assignment prior to effective date of placement.

 

Supervisor must verify that selected individual occupies a compatible military position. 

Technicians will not be militarily senior to their full-time supervisor or wage leader (grade inversion).

 

 

 

KEY REQUIREMENTS

This position is located in the Joint Force Headquarters – State (JFHQ-S), Construction and Facilities Management Office, (CFMO), Design and Project Management Branch.  The primary purpose of this position is to implement the programming and execution of Army National Guard (ARNG) major/minor construction and renovation projects in a geographically separated area.

SPECIALIZED EXPERIENCE: 36 months experience preparing design scopes of work and establishing standards for project designs.  Experience selecting and/or recommending selection of, architect/engineer firms for award of design contracts.  Experience managing and scheduling design development and obtaining approval for  each design stage, conceptual, preliminary, and final bids.  Experience chairing and coordinating meetings between facility users and design teams.  Experience requesting construction funding to include managing bidding processes to include conducting progress meetings and resolving differences between design team, contractors, and facility users; resolving disputes, assigns ; managing and verifying conflicts during warranty periods; conducting end of warranty inspections. Experience preparing plans and specifications for alterations/repairs; investigating construction requests to determine appropriateness; ability to review historical maintenance data and write reports to explain technical difficulties in upgrading facilities and recommend useable solutions to meet mission requirements. Experience coordinating with military, federal, state and local government agencies on matters concerning fire prevention, protection and suppression.  Familiar with compliance with the Occupational, Safety and Health Act (OSHA) and contract specifications. 

 

KNOWLEDGE, SKILLS AND ABILITIES (KSA's): In the event there are more than 10 certified applicants, the following KSA's will be used to determine the best qualified applicants from which selection will be made.

 

1.    Knowledge of duties concerned with concepts, supervision, and management of facility administration in the planning, design, and construction of major structures and facilities.

 

2.    Knowledge of architectural and engineering concepts, construction methods and practices, contract procedures, and construction management practices involved in the planning, design, construction or renovation of structures and buildings.

 

3.    Knowledge of applicable national, state, local and NGB codes and regulations relating to design, construction, and contracting. 

 

 

4.    Knowledge and ability to prepare work packages that include drawings of existing areas, changes required, and detailed descriptions of the work and equipment involved.

 

5.    Knowledge of advanced human relations and conflict resolution techniques.

 

 

 

MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: A maximum of 12 months of the required experience may be substituted by successful completion of undergraduate study in an accredited college or university at the rate of 30 semester hours for 12 months of experience.  The education must have been in fields directly related to the type of work of the position, i.e. Engineering, Architecture, Industrial Arts, Property Management and Business Management/Administration.  Official college transcripts must accompany application to receive credit for education.
