JOB SUMMARY:

Program Analyst positions are available in both the International Criminal Investigative Training Assistance Program (ICITAP) and the Office of Overseas Prosecutorial Development, Assistance, and Training (OPDAT), in the Criminal Division, Department of Justice. Please indicate on your application which section(s) you would like to be considered for.

This is a term appointment (not to exceed 24 months).  

ICITAP: The International Criminal Investigative Training Assistance Program (ICITAP) works with foreign governments to develop professional and transparent law enforcement institutions that protect human rights, combat corruption, and reduce the threat of transnational crime and terrorism. ICITAP supports both national security and foreign policy objectives. ICITAP works in close partnership with the U.S. Department of State, the U.S. Agency for International Development, the Department of Defense, and the Millennium Challenge Corporation; these agencies fund ICITAP's programs.

OPDAT: The Office of Overseas Prosecutorial Development, Assistance and Training (OPDAT) was established to assist in the development of foreign justice sector institutions and to enhance the administration of justice abroad. OPDAT works with, and is funded by, agencies such as the State Department, Department of Defense, and other agencies as circumstances dictate. OPDAT engages with counterparts to develop effective criminal codes, improve justice sector institutional structures and relationships, and enhance the professional capabilities of prosecutors, judges, defense attorneys, and select law enforcement officers to help create more responsive and responsible criminal justice systems and foster international cooperation.

As a Program Analyst, you will:

  • Serve as a program analyst on a regional operations team and assists management and senior program analysts in defining and implementing program goals and performance standards established for the region.
  • Assist in reviewing the operations of projects and programs.
  • Research, analyze and prepare background information on the legal, social, political and economic circumstances of countries where future program projects are planned, functioning as a headquarters program representative when needed.
  • Assist in budget development and tracking processes, review invoices, and assist in analyzing financial reports.

To qualify at the GS-11 level, applicants must demonstrate one of the qualifications as listed below:

A. One year of specialized experience at, or equivalent to, the GS-09 Federal grade level. This experience must include tracking and reporting actual organizational performance against established program standards and performance measures; monitoring the performance of service contracts; and reviewing and analyzing budget data, and compiling portions of budget reports.

OR

B. Have successfully completed the requirements for a PhD or equivalent graduate degree OR have 3 full years of progressively higher level graduate education leading to such a degree or LL.M that is related to the position.This education must have been obtained in an accredited college or university and such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

OR

C. Have a combination of experience and education.

To qualify at the GS-09 level, applicants must demonstrate one of the qualifications as listed below:

A. One year of specialized experience at, or equivalent to, the GS-07 Federal grade level. This experience must include tracking and reporting actual organizational performance against established program standards and performance measures; and providing assistance in budget formulation or execution activities.

OR

B. Have successfully completed the requirements for a Master’s degree or equivalent graduate degree OR two (2) years of progressively higher level graduate education leading to such degree OR LL.B OR J.D., if related. This education must have been obtained in an accredited college or university and such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

OR

C. Have a combination of experience and education.

    HOW YOU WILL BE EVALUATED:

    Your application will be evaluated under DOJ's Category Rating and Selection Procedures. The rating you receive will be based on your responses to the questionnaire.
