JOB SUMMARY:

A career with the Forest Service will challenge you to manage and care for more than 193 million acres of our nation's most magnificent lands, conduct research through a network of forest and range experiment stations and the Forest Products Laboratory, and provide assistance to State and private forestry agencies.

This position is established on a Forest Service unit to serve as a Lead Forestry Technician on a Helitack Squad (Helitack Squad Leader) for a nationally shared resource helitack program. The primary purpose of this position is to lead helitack crew personnel performing work directly related to incident activities or project work such as; preparedness, prevention, fire suppression, monitoring, hazardous fuels reduction, and prescribed burning. As qualified, the position provides oversight/management of CWN/Exclusive helicopters.

This position is being concurrently announced under Merit Promotion Announcement Number OCR14-462-HLTKSQDLR-6/7G.

This position has been identified under the Forest Service Fire Program Management (FS-FPM) and is subject to selective placement factor requirements contained in the Forest Service Fire Program Management (FS-FPM) Standard and Guide when filling this vacancy. FS-FPM selective placement factors are made up of a primary and secondary National Wildfire Coordinating Group (NWCG) core Incident Management Qualifications and Required Training. PERMANENT OPEN CONTINUOUS RECRUITMENT: This is a continuously open vacancy announcement for one or more locations throughout the Forest Service. The number and location of positions to be filled will be dependent upon individual unit needs. These are permanent positions with varying tours of duty and may include weekend work. Some positions may have irregular and protracted hours of work. Tours of duty include full-time or less than full-time (guaranteed minimum 13 pay period's full-time employment). Positions may be filled as career ladders or could be filled at the full performance level dependent upon the individual unit's needs. To ensure continued interest and availability, applicants will be notified via e-mail reminding them to re-certify their application every 60 days. Applicants must be at least 18 years of age upon appointment.

Serves as a manager and/or manager/spotter of a helicopter on a regular and recurring basis and has aviation responsibilities including helitack and/or helitack/rappel operations, reconnaissance, aerial ignition, and search and rescue. Provides leadership and direction to firefighters while on the incident by implementing tactics such as; direct and indirect fire line construction, hot spotting, backfiring, burnout, aerial ignition, water delivery systems, tree felling, brush removal, and mop-up operations.

 

Responsible for completing fire line safety and tactical briefings, fire size-up, fire reports and fire personnel performance evaluations. Provides aerial and ground support in the suppression of wildland fires. Operates radios, telephones, and other equipment to exchange information for fire weather and other forest suppression activities. Compiles payment sheets for mileage, task time, and pilot flight time. Performs daily helicopter inspection. Inventories and inspects helicopter accessories, specialized fire equipment, and tools.

 

Performs wildfire suppression support as directed within training and physical capabilities. Performs other duties as assigned.

Basic Qualifications:Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Specialized experience directly related to this position should be documented in the online application or resume.

Qualifying specialized experience must demonstrate the following:

For the GS-06 position, in addition to meeting the basic entry qualification requirements, applicants must have had one (1) year of specialized experience at least equivalent to GS-05: Conducted training in the techniques of aviation, fire suppression, prescribed burning and fuels reduction methods; communicated critical information pertaining to incident objectives, situations, and tactics to pilot(s), crews and dispatchers.

For the GS-07 position, in addition to meeting the basic entry qualification requirements, applicants must have had one (1) year of specialized experience at least equivalent to GS-06: Conducted training in the techniques of aviation, fire suppression, prescribed burning and fuels reduction methods; communicated critical information pertaining to incident objectives, situations, and tactics to pilot(s), crews and dispatchers; oversaw helicopter service contract and enforced contract provisions; independently performed many technical specializations such as; felling, saw repair, long line, rappelling, or water handling used in fire suppression and prescribed burning. Served on a specialty crew (hotshot, helitack, engines, etc.) or assigned to lead fire suppression under the most adverse conditions of climate, fuels, and terrain.

Substitution of Education for Experience:

For the GS-06 there is no substitution of education for experience for this position.

The experience requirements for the GS-7 level may be met by completion of one (1) year of graduate level education in a position-related field of forestry or natural resources management.

Combination of Education and Experience:

GS-07 equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.

For the GS-06 there is no combination of education and experience for this position.

Selective Placement Factors:

  • A minimum 90 days experience performing wildland fire suppression duties as a member of an organized fire suppression crew or comparable unit that utilized knowledge of wildland fire suppression, containment or control techniques and practices under various conditions. This experience must be documented with specific dates in the online application or resume.
  • Primary firefighter positions include the following age requirements: Under age 37 -OR- less than age 37 after subtracting the months of Federal Service worked in a primary or secondary firefighter/law enforcement position -OR- a veteran preference eligible, older than age 37 and is requesting a waiver to the maximum age requirement.
  • Sucessfull completion of  the Primary NWCG Core Requirements of Helicopter Crewmember (HECM).
  • Successful completion of the Primary NWCG Core Requirements of Incident Commander Type 5 (ICT5).
  • Successful completion of  the Primary NWCG Core Requirements of Firefighter 1 (FFT1).

REQUIREMENTS:

Must possess and maintain a valid driver's license.

WORK CAPACITY TEST (WCT) for Wildland Firefighters: This position participates in wildland firefighting activities. Based on the type of work performed, TAKING and PASSING the WCT at the ARDUOUS level is a "condition of employment." The Arduous fitness (Pack) test requires completing a three (3) mile hike within forty-five (45) minutes, while carrying a forty-five (45) pound pack. You are strongly encouraged to consult with your physician and begin training immediately if applying for this position. This announcement constitutes the required 30 days advanced notice for testing requirements.

Applicants must be at least 18 years of age to be employed in a position performing hazardous duties. An initial pre-employment medical examination is required for arduous fire positions. Failure to meet any of the required medical qualifications will be considered disqualifying for employment.

FIREFIGHTER RETIREMENT COVERAGE: This is a primary/rigorous position covered under the special retirement provisions of 5 USC 8336(c) for the Civil Service Retirement System and of 5 USC 8412(d) for the Federal Employees Retirement System.  This position is subject to a Maximum Entry Age (MEA) requirement which has been set at age 37.  Applicants must be under age 37 prior to their appointment date for entry into this position.  An applicant’s entry age may be adjusted based on credit for past primary/secondary service which is otherwise creditable for retirement.  Applicants who are entitled to veteran’s preference are eligible to request a waiver to the maximum age requirement. In instances where the maximum entry-age is waived, the corresponding mandatory retirement age for these individuals will also be higher because it will be reached after 20 years of coverage under special retirement provisions for the entitlement to an immediate enhanced annuity.
