This position starts at a salary of $50,620.00 (GS-09) and has promotion potential to the GS-12 (65,456.00_Step1). Apply for this exciting opportunity to become a member of the Response Logistics team within FEMA.

Promotion Potential: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.

EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

In this position, you will join a team of Logistics specialists and support personnel and assist in the management of logistics programs and operations in emergency response. Typical assignments include, but are not limited to:

  • Managing accountable property functions from acquisition, disposition and inventory.
  • Working in multiple aspects of logistics operations for disaster response and recovery operations
  • Assisting in managing  facilities, transportation, supplies, equipment maintenance and fuel, communications and information technology support.

Education:  The following education qualifications may be used to qualify for this position if the specialized experience is met.
TWO (2) full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related, Ph.D. or equivalent doctoral degree
or
Education and experience related to the position.
All qualification requirements must be met within 30 days of the closing date of this announcement.


You qualify for this position at the GS-09 level (starting salary $50,620.00) if you possess one of the following: One full year of specialized experience at the GS-07 level that demonstrates experience assisting in logistics programs and operations in emergency response. In order to be creditable specialized experience, it must have been gained within a National incident Management System (NIMS)/Incident Command System (ICS) compliant organization.

HOW YOU WILL BE EVALUATED:

We will review your resume and supporting documentation to ensure you meet the basic qualification requirements.  If you meet the minimum qualifications, we will use a job questionnaire to place you in one of three categories based on your experience, education and training. The competencies or knowledge, skills, and abilities needed to perform this job are:

  1. Experience providing logistical support to a disaster response or recovery operation.
  2. Experience in managing accountable property.
  3. Knowledge of the procurement process to ensure the logistics resources and services are available to support disaster response and recovery operations.
  4. Ability to utilize computers and automated systems to track and manage logistics operations and prepare forms, spreadsheets, reports and other documents from the responses below.
  5. Ability to communicate effectively in writing.
 If you meet the minimum qualifications, you will be placed in one of the following categories:
  1. Best Qualified: Applicants possessing a background that demonstrates a superior level of all evaluation criteria.
  2. Well Qualified: Applicants possessing a background that demonstrates a satisfactory level of the evaluation criteria.
  3. Qualified: Applicants possessing the basic qualifications, with general knowledge, skills, and abilities.
