NATIONAL GUARD MEMBERSHIP IS REQUIRED:  This is an excepted service position that requires membership in a compatible military assignment in the National Guard.  Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment.  Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

This position is located within an Air National Guard unit. Its primary purpose is to serve as the focal point, local authority and expert source for information in providing a wide variety of orderly room/administrative support for the organization.

APPOINTMENT FACTORS:  This is an Indefinite Dual Status (Excepted Service) Enlisted position only.

 

The man-year for this position is obligated to a Technician on military duty. Selectee may be displaced upon return of the incumbent or select may be converted to Permanent appointment if the incumbent does not request reemployment. Individual selected for an indefinite appointment is entitled to the following employee benefits: accrual of annual, sick, and military leave, health and life insurance benefits; and payment into the Federal Employees Retirement System (FERS).

DEFINITION OF AREA(S) OF CONSIDERATION: 

Area 1- Current permanent and indefinite bargaining unit Technicians of the Nebraska Army and Air National Guard and

--Serves as the focal point, local authority and expert source for information for all administrative functions of the unit. These functions include correspondence and messages; records documentation management; printing and duplication; publication and forms management; reference library; special orders; receipt, storage and control of classified documents; on the job training programs for both technicians and unit military personnel; and Personnel Concepts III (PCIII) program. The PCIII work includes security clearances, personnel data control, force management, officer performance reports, training requirements, awards and decorations; inspection administrative files, publications and procedures in other functional areas; managing the preparation, publication, distribution and tracking of civilian and military travel orders; annual training, special training, and other orders, to include special authorizations and reconciles the orders process with the workday accounting program to ensure validation of orders requirements; performing and directing the preparation, distribution and accounting of all schedules, directives, maintenance orders, procedures, passports and summaries; and monitoring a correspondence and reports suspense system. Develops procedures that affect administrative management and program development within the unit. Identifies and researches a wide variety of administrative problems to determine the best solution when there is not one absolutely correct or appropriate solution and recommends course of action to the followed. The wide variety of work performed by the incumbent is subject to different sets of rules and regulations. The incumbent exercises judgment in selecting or adapting guidelines to difficult situations where existing guidelines do not apply directly to the problem at hand. Recommendations require evaluative judgment, relate to a full variety of administrative functions impacting the organization and have a substantial impact on program direction. Exercise skill in recognizing the dimensions of the problems and in expressing ideas in writing.

 

--As a Work Group Administrator provides technical support and troubleshooting for daily network operations including identifying issues and resolving problems, and documenting the problems history and solution. Records trends and problems for resolution by the incumbent or other network specialist. Explains complex network concepts to non-technical personnel in non-technical language. Installs and configures application software to run on stand-alone computers or networked systems for networked "commercial off the shelf" (COTS) software, government owned systems, and client/server networked operation systems (data set/file maintenance, established end-user client software). Maintains automated configuration control files and registers software to the installation. Installs and maintains microcomputers, attached printers and peripheral equipment whether attached to microcomputers, workstations, minicomputers or local and wide area networks. Performs maintenance, trouble shooting, installation, operation, and testing of microcomputers based systems. Gives briefings to new personnel on computer operations and perform demonstrations as required. Works with the end user to explain characteristics of appropriate office automation tools and provides guidance in their application. Brings problems that cannot be resolved at the incumbents level to the attention of a specialist.

QUALIFICATION REQUIREMENTS: To be qualifying, experience must have been progressively responsible with increasingly difficult and complex duties. Experience must have been at the next lower or second lower grade or its non-federal equivalent.

 

GENERAL EXPERIENCE: Administrative or clerical experience, education, or training which demonstrates the candidate's ability to perform the duties of the position. Experience using computer and automation systems.

 

SPECIALIZED EXPERIENCE: Must possess 9 months specialized experience performing administrative work, gathering information, compiling data and preparing reports. Experience in the interpretation and application of regulations, procedures of law. Experience using oral and written communication.

 

KSA'S:

1. Knowledge of specialized procedures and technical application of the administrative work.

2. Skill in gathering information, compiling data and preparing reports.

3. Specific knowledge of regulations and procedures related to the type of work performed by the function.

Substitution of Education for Specialized Experience: High school graduate or the equivalent may be substituted for 3 months of specialized experience. Education in schools above the high school level may be substituted for experience on the basis of one academic year of study (i.e., 36 weeks of substantially full-time study, or 30 semester hours, or the equivalent) for 12 months of specialized experience.  Each 30 semester hours credited must include at least 6 semester hours of courses which are directly related to the type of work of the position. College transcripts MUST be submitted for professional positions or when substituting education for experience. MILITARY REQUIREMENTS:  Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

 

MILITARY GRADES:  Maximum Military Grade E7; Minimum Military Grade E4; Military grade inversion within the full time work force is not permitted.  The military grade of the full time supervisor must equal or exceed the military grade of the personnel supervised.
