JOB SUMMARY:

This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS.  This position is in the Excepted Service.

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS).  The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level.  The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

Duties:

 

  • The primary purpose of this position is to perform as an Information Technology Specialist, Systems Engineer and Administrator analyzing, managing, and performing work necessary to provide optimum use of operating systems directly supporting the Air Force Intelligence and Analysis Agency (AFIAA) and the Air Force Joint Worldwide Intelligence Communications System (AF JWIS) network architecture/enterprise.

  • Serves as an IT specialist for AFIAA and AF JWICS’ IT operating systems. Provides technical expertise in the planning, acquisition and installation of new and/or enhanced complex operating systems environment including personal computers, network/enterprise servers, components, and associated software and systems.

  • Develops and recommends technical solutions prior to acquisition efforts. Analyzes system requirements based on customer requirements, risks, and costs. Conducts site surveys and analyzes and defines system requirements.

  • Keeps abreast of emerging technology and evaluates new systems engineering technology and its effects on the operating environment. Keeps abreast of emerging technology to predict future system and software needs.

  • As an IT specialist for operating system environment, participates in management discussions, meetings, committees, or special projects. Works to achieve and support quality in operating systems services.

Specialized Experience:

Your resume must reflect experience at the next lower qualifying pay band or equivalent grade under the General Schedule (GS/GG) pay system or other pay systems, demonstrating quality in the knowledge, skills, abilities and competencies to meet the requirements of this position. Examples of creditable experience include: knowledge of operating systems software principles, practices, and methods; life cycle management techniques; and IT infrastructure within an operating environment, new and emerging information technologies, and security methods and principles. Knowledge of the functionality and operability of the current operating environment sufficient to determine requirements and integrate them with overall design and characteristics of operating systems hardware and software programs and to act as a quality assurance evaluator. Knowledge of IT principles, practices, systems analysis concepts and methods to install, configure, test, and implement modifications and to interface hardware and software programs with operating systems. Knowledge of performance management and measurement methods to monitor systems performance data and make application systems tuning adjustments to optimize performance and correct and prevent problems. Knowledge of configuration management disciplines (Planning, identification, control status accounting, and auditing) methods and techniques for integrating information system components sufficient to install and maintain software and hardware, optimize functionality of systems, and diagnose and recover failed systems. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

Ability to accomplish risk management functions by analyzing hardware and software for security vulnerabilities and providing solutions to mitigate the vulnerabilities, to maintain up-to-date awareness of security vulnerabilities and to assist in preparing accreditation and certification packages. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. Ability to communicate effectively, both orally and in writing, to coordinate technical support of applications.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

 

  1. This position is designated CRITICAL SENSITIVE and the employee must possess a TOP SECRET (TS) security clearance and be granted access to Sensitive Compartmented Information (SCI) and selected other special access programs, based on a Single-Scope Background Investigation. The employee is required to protect classified information and materials in accordance with Air Force and national security directives. A nondisclosure agreement must be signed.

  2. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

  3. Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirements. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.

  4. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

  5. TDY may be required to travel by military and/or commercial aircraft or any other mode of transportation determined to be advantageous to the government.

  6. Recall to duty and overtime may be a requirement of this position.

  7. This position is in the excepted service authorized by Title 10 U.S.C. and covered by the Defense Civilian Intelligence Management System (DCIPS). The employee must also sign a Statement of Understanding prior to occupying a DCIPS position.
