This Program Analyst position is located in the Field Operations Division, Office of Security Operations (OSO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as the Regional Program Analyst-Mission Support reporting directly an OSO Regional Director (RD). You will serve as the principal advisor to the Regional Director on all matters concerning the administration and business support of the Region. You will be responsible for overseeing and coordinating mission support functions of multiple airports including special projects and programs, strategic planning, management of the regional budget, and integration of the planning process for short and long term requirements. You will apply your detailed knowledge of the technical work as well as knowledge of budget, human resources, and applicable policies and processes. You will develop and approve solutions to current and anticipated problems independently and establish new policies and procedures, as well as making exceptions to policies and procedures that impact the strategic objectives of the region airports as well as internal and external customers. Typical assignments include:

  • Conferring with the Regional Director to outline work plans, provide technical advice, resolve problems, review status reports and modify schedules. Identifying resources required to meet mission requirements.
  • Advising the RD on unusual or complex managerial or personnel disciplinary issues. Exercising discretion and sound judgment when dealing with human resource matters or issues.
  • Providing data and reports from statistical and narrative databases in all support areas.
  • Coordinating with the RD and Federal Security Directors (FSDs) to improve security effectiveness and efficiency throughout the region and ensuring proper implementation of TSA plans and policies.
  • Monitoring current operations within TSA with principal focus on significant activities in the region.
  • Assisting in the development and coordinating the implementation of complex strategic programs and operations; monitoring execution to ensure success.
  • Leading special projects, task forces, and field action groups that support organizational goals through special assignments, projects, and studies.
  • Validating and coordinating tasking of field leadership as proposed by TSA Headquarters program managers.
  • Ensuring FSD Staffing Change Requests are in compliance with approved procedures prior to submission. Reviewing recommendations of the Business Management Office (BMO) and Workforce Utilization (WU) regarding FSD Staffing Change Requests.
  • Collaborating and coordinating with BMO and WU on complex field requests which are outside of established business rules.
  • Providing recommendations and solutions regarding staffing concerns and recommendations for approval/denial of staffing change requests to the RD.
  • Acting for the RD in his/her absence.

To qualify for the SV-J Pay Band (equivalent to GS-14/15), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes applying business and management principles to support organizational operations (e.g., strategic planning, resource allocation, coordination of people and resources).
NOTE: Credit for experience is given based on a 40-hour work week. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
