The Quality Management Specialist is a registered professional nurse, qualified by education and experience to monitor and evaluate clinical and administrative processes for the delivery of patient care throughout the VA Richmond Healthcare System across service lines. Scope of services includes application and monitoring of Joint Commission, CARF and VHA standards, clinical data extraction and data analysis.  The incumbent provides consultative services regarding meeting regulatory/accredition standards and educates staff accordingly. Incumbent possesses excellent interpersonal and communication skills as well as excellent time and attendance;  has experience with a variety of performance improvement processes and is able to design and implement process improvements.  Incumbent must be comfortable with navigation of a computerized patient record system and review of multidisciplinary elements.

BASIC REQUIREMENTS:

  • Citizen of the United States
  • Licensure - Current full and unrestricted license as a Registered Nurse in a State, Territory or Commonwealth of the US, or the District of Columbia (MUST SUBMIT COPY)
  • Physical and mental capabilities to satisfactorily perform duties of assignment
  • English language proficiency:  Must be proficient in written and spoken English   

BLS/ACLS Requirements

Current certification in BLS is required for all staff providing direct patient care, and police.  Additionally, current ACLS is required for patient care staff that work in specified or high risk areas (SICU/ICU/CCU/MICU/PACU/ED/and all procedure suites using moderate sedation, etc.).  If you are selected for a position which requires BLS/ACLS certification, you will be required to have proof of certification prior to being boarded for appointment with VA.  If selected, obtain such certification in order to avoid any delays in the hiring process. 

 


EDUCATION/EXPERIENCE REQUIREMENTS: 

1. Graduate of a nursing program approved by the National League for Nursing Accrediting Commission (NLNAC) http://nlnac.org/home.htm or the Commission on Collegiate Nursing Education (CCNE) http://www.aacn.nche.edu/CCNE/reports/accprog.asp accredited School of Nursing. (BSN and MSN preferred).  MUST SUBMIT transcripts.

2.  Minimum of 5 years of successful nursing practice, encompassing administration, leadership and Quality Management/Performance Improvement (QM/PI Experience).

3.  Competency in data analysis and display (statistical graphs) is preferred

4.  A Certified Professional In Healthcare Quality (CPHQ) is preferred

5.  Experience with Microsoft Word, Excel and Power Point is required.

6.  Bachelors in Nursing is strongly preferred

7.  A Master's Degree in Nursing or a health related field is strongly preferred 

Applicant's education and length of nursing practice (experience) will be considered by a Nurse Professional Standards Board in determining the grade and salary of the applicant selected.   Experience as a RN will be evaluated to determine if the experience is of an acceptable level of quality with regard to the following four dimensions of nursing: Practice, Professional Development, Collaboration and Scientific Inquiry. Each dimension of practice has criteria that demonstrate essential core competencies for VHA Nursing Personnel. The criteria are as follows: Practice:  practice, ethics and resource utilization; Professional Development: performance, education/career development; Collaboration: collaboration, collegiality; Scientific Inquiry: quality of care, research.   

  • Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of experience, or an ADN or Diploma in Nursing and a bachelors degree in a related field and approximately 1-2 years of experience; or a BSN with approximately 1-2 years of experience, or a Master's degree in nursing (MSN) or related field with a BSN and no experience.
  • Nurse II - A BSN with approximately 2-3 years of experience, or ADN or Diploma in Nursing and a bachelors degree in a related field and approximately 2-3 years experience or a Master's degree in nursing or related field with a BSN and approximately 1-2 years experience, or a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no experience. 
  • Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years experience or Doctoral degree in nursing or related field and approximately 2-3 years experience.
