We are the Department's contract manager, responsible for ensuring Federal acquisition programs, supplies, and services are delivered on time, within cost and meet performance requirements.

About the Position:

This is a Defense Contract Management Agency (DCMA) position within DCMA Headquarters Contracts Executive Directorate, Business Operations Center located in Lexington, Kentucky.

Defense Contract Management Agency uses the Expedited Hiring Authority to recruit and appoint qualified individuals directly into shortage category or critical need acquisition positions.

Major Duties:

· The Industrial Property Management Specialist (IPMS) serves as an appointed Property Administrator (PA) with full responsibility for surveillance and control over a very large amount (tens of thousands of line items) of Government property located at both large and small contractors within a geographic area.

· Assigned contractors utilize complex to highly complex property control systems.

· Government property in the possession of the assigned contractors is of significant dollar value and normally includes most of the following property types: Equipment, Special Tooling, Special Test Equipment, Consumable Material, Agency-Peculiar Property, and Sensitive Property, with each type requiring different methods of management and control.

· The type of property may include Government furnished or contractor acquired sensitive
property such as ammunition, weapons, explosives and other types of hazardous
materials, precious metals, and strategic list items.

· The PA ensures the assigned contractors comply with the provisions of individual contracts for accounting, management, and care of the Government property from the point of acquisition to final disposition.

Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-11). Specialized experience is defined as: Experience conducting audits of Property Management Systems; assisting with investigations of lost or damaged government property; and providing surveillance and evaluation of contractor's property control systems, along with developing, implementing, administering, evaluating, monitoring, or coordinating programs, policies, regulations, and procedures concerned with the management, control, utilization, or disposition of government property, and ability to interpret and apply contract clauses and government contracting and procurement regulations.

·      The experience described in your resume will be evaluated and screened for the Office of Personnel Management's basic qualification requirements, and the knowledge, skills, and abilities needed to perform the duties of this position as described in this vacancy announcement.

·     This is a Defense Acquisition, Logistics and Technology Workforce position.  Selectees must meet position requirements for certification at Level II within 24 months of entrance on duty.

·      You will be required to provide proof of U.S. Citizenship.

·      Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.

·      One year trial/probationary period may be required.

·      Must file annual financial statement (if financial disclosure is required).

·      Direct Deposit of Pay is required.
