About the Position:
Serves as a Contract Specialist in the Contract Execution Branch. This position is located on Fort Shafter, Hawaii, which is near the Historical Palm Circle on the island of Oahu. Oahu is the third largest island in the Hawaiian chain. It is home to about three-fourths of the state’s population. Honolulu is the state capitol and the 11th largest U.S. metropolitan city. Waikiki, the most world-renowned site in Oahu, is the top visitor destination of the state. Hawaii is a beautiful state, but may be considered to have a high cost of living. The median house price is $650K. The rental market is high, as well. It is highly recommended that research be done about the cost of living in Hawaii prior to applying.

This position is a full-time term appointment not to exceed 1 year and 1 day. Term appointments are temporary and may be extended up to 4 years at the discretion of management and in accordance with applicable regulations.

Responsible for pre-award and post-award functions for a variety of especially complex, long-term contracts for services, supply, construction, and architect-engineer professional services, to meet the requirements of Department of Army, Department of Defense, other non-DoD Government agencies and non-appropriated fund activities.  Work includes the following:
• Actively engaged in acquisition strategy development, formal source selection procedures and best value trade-off decisions, contract award, contract administration and management oversight.
• Coordinates input from other Branch organizational elements and prepares and issues advance notices to offerors, invitations for bids and request for proposals, amendments thereto, resultant contracts, and post-award modifications to contracts.
• Ensures that solicitations and contracts contain all pertinent provisions and that the General and Special Contract Clauses are added to, or revised, in accordance with the type of project and locale for which the contract is being prepared.
• Insure files are documented sufficiently and thoroughly to constitute a complete history of the acquisition.
• Advises personnel on contractual matters such as types of contracts which may be used, extent of local authority for various contract actions, requirements for general contract provisions and procedures.
• Works with Team Members and Project Delivery Teams to develop realistic procurement milestones and timelines for contracts allowing time for reviews and coordination.
• Identifies lessons learned from acquisitions and disseminate this information throughout the team and office staff.
