This position is for a National Guard Non-Dual status (NDS) technician only. The position meets the criteria of the NDS Management plan as follows: The position resides within the infrastructure and supports functions of the state National Guard; the incumbent is not subject to mobilization nor is the work described part of the military mission and the incumbent does not perform a key advisory or essential administration role that is inherently military. For this reason, veterans' preference is not used for hiring and retention. This position is located in the Comptroller Division of the United States Property and Fiscal Office (USPFO). The paramount purpose of this position is to serve as the primary point of contact to the USPFO Comptroller Division as the action officer for the Defense Travel System (DTS), with responsibility for carrying out a wide variety of complex processes related to DTS. The position will also involve managing and organizing a Tier II help desk for the Army National Guard (ARNG) within the state.

  • Serve as the Administrator for the Defense Travel System (DTS).
  • Authorize and set up the correct lines of accounting for payment of Government funds.
  • Perform a variety of analytical, technical, and administrative work for programs and support activities.
  • Control and coordinate all required actions to support successful deployments, operations, and management of DTS for military soldiers and civilian employees.
  • Provide analysis regarding the various accounting methods, procedures, and techniques to validate DTS transactions.
  • Implement and manage the day-to-day activities during system operations.
  • Maintain responsibility and accountability for the state Army National Guard (ARNG's) data requirements.
  • Research the Federal Travel Regulations to help resolve employee issues and complex problems associated with travel.

Specialized Experience: One year of specialized experience equivalent to the GS-08 level of the Federal service performing work that included:

  • administering or managing a Defense Travel System (DTS) or similar travel system involving authorizing and setting up correct lines of accounting for payment of funds;
  • performing analytical, technical, and administrative work related to accounting, budget, and financial support duties; 
  • researching and applying travel rules and regulations; and/or
  • providing advice and assistance on financial management and accounting matters relevant to military travel systems.
