JPATS is responsible for scheduling and transporting pretrial and sentenced prisoners and criminal and non-criminal aliens throughout the United States and the territories, and to and from foreign countries. This includes transportation of USMS detainees, Bureau of Prisons (BOP) prisoners, and on a space available basis, United States military, and state and local government prisoners.

The incumbent serves as a Budget Analyst responsible for performing a wide variety of administrative and analytical duties involved with the JPATS budget formulation and execution.


The incumbent:

  • Serves as a Budget Analyst responsible for JPATS budget formulation execution, tracking, and reporting for the administrative budget, the operating expense budget, plus other reimbursables.
  • Performs budgetary oversight for the funding for USMS and BOP prisoner movements on JPATS flights, payable to the JPATS Revolving Fund.
  • Develops pricing strategies and reviews price development/data and processes.
  • Oversees development and justifies budget estimates and program needs for the JPATS revolving fund budget.
  • Reviews baseline data for the budget formulation process.
