USAIDs headquarters is centrally located in downtown Washington, DC, at the prestigious Ronald Reagan Building and International Trade Center on 14th and Pennsylvania Avenue N.W. We are located right on the Federal Triangle Metro (Blue and Orange Lines). The office is within walking distance of restaurants, shops, Smithsonian Institution museums and Washington Monument.
||On March 27, 2009 President Barack Obama announced a new strategy for Afghanistan and the region, clearly defining Afghanistan and Pakistan as the top foreign policy priorities for the current Administration. Hence, the Office of Afghanistan and Pakistan Affairs was developed to manage the development programs in these regions. The Office of Afghanistan and Pakistan Affairs manages a program of over $5 billion for both countries.This position is located in the Office of Afghanistan and Pakistan Affairs, Strategic Planning, Monitoring, and Evaluation Division.

You will prepare management program reports and evaluations to identify gaps, inconsistencies, and areas requiring improvements; develop and manage methodologies designed to invigorate existing program effectiveness; evaluate management systems and the effectiveness in assigned regions; lead evaluation and program assessment teams; assist Afghanistan and Pakistan missions with host country evaluations, development assistance, and implementation of development strategies; and develops plans and programs for technical assistance in development assistance areas.

|In order to qualify at the GS-13 level you must meet 1-year of specialized experience equivalent to the GS-12. Examples of qualifying specialized experience include: administered public programs, completed studies requiring recommedations to enhance program perfomance, procuced reports to show monitoring metrics and results, and participated on evaluation teams.
For the GS-14, qualifying experieince must be met at the GS-13 level. You must display experience in the following: lead evaluative assesments, developed new methodologies to revamp large-scale projects, provided regional assistance on development assistance projects, and conducted studies to identify areas requiring improvements.
Education substitutions are not allowed at this grade level.
Time-in-grade requirements must be met by the closing date. This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy announcement. This requirement does not apply when applying under the Veterans Employment Opportunity Act (VEOA) competitive appointing authority. This allows veterans that meet the criteria below to apply to announcements open to Federal employees only.
