This Program Specialist position is located in the Plans, Policy, Programs, and Management Controls Branch, Business Management Office (BMO) within the Office of Information Technology (OIT), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected, you will serve as a Program Specialist managing the Paperwork Reduction Act (PRA) Program for the Transportation Security Administration on behalf of the Chief Information Officer (CIO) in close coordination with the attorneys from the Office of Chief Counsel. Typical duties include but not limited to:

  • Coordinating the internal and external audits, inspections and inquiries for the Office of Information Technology. Maintaining cognizance of all regulatory and other special guidance pertinent to this effort; and applying an in-depth knowledge of acceptable management practices and procedures to evaluate OIT input and response to findings.
  • Monitoring and managing the OIT program for implementation, follow-up actions, and associated milestone reporting for audit inspection recommendations. Providing consultant services to management at all levels on all matters related to audits and inspections.
  • Managing multiple PRA requests from offices across TSA. Each PRA package is comprised of complex documents which require collaboration with several stakeholders prior to CIO approval. Ensuring timely PRA Information Collection Request (ICR) submissions to DHS and Office of Management and Budget. Representing the TSA CIO on matters related to the PRA Program with the authority to approve/initiate collections and renewals with TSA program offices.
  • Serving as a Contracting Officer Representative for BMO support contracts and those related to the PRA Program.

The major duties described above reflect the full performance level of this position. Typically, the lower Pay Band (Pay Band H) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
