The FRTIB is an Independent Federal Agency responsible for administering the Thrift Savings Plan (TSP).  We help Federal employees and members of the Uniformed Services retire with dignity by providing benefits similar to private sector 401(k) plans.  The Thrift Savings Plan (TSP) is widely considered to be one of the best retirement plans in the world and a model for defined contribution plans.

The FRTIB is looking for a highly qualified and motivated individual to serve as an IT Specialist responsible for the system development and maintenance activities for all information systems containing, processing, or transmitting FRTIB-owned information.  The incumbent serves as a Distributed Systems platform program manager which provides virtual and physical infrastructures for FRTIB on which Windows and Linux-based systems are delivered.

The major duties of the position are:

·         Plan, manage, coordinate, and integrate all aspects of the agency distributed systems platform;

·         Oversee and manage distributed systems platform programs, projects, acquisitions, and operations to ensure the achievement of, and support for, agency strategic goals and objectives;

·         Oversee and administer multiple ongoing procurement activities and projects involving maintenance, new requirements, and other facets of the development, implementation, and operation of the distributed systems platform;

·         Provide oversight for a number of large contracts involved in planning, developing, implementing, and operating the distributed systems platform;

·         Oversee all distributed systems platform-related work performed on assigned contracts, including evaluating contractor performance, resolving problems/issues, authorizing payments, etc.

To qualify for this position, applicants must meet the specialized experience as described below:

Specialized Experience:Experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled and is equivalent to the GS-13 grade level.

 

The Specialized Experience is defined as experience which involved experience designing, implementing, and operating VMWare-based technologies (including vsphere 4.x, vsphere 5.x, and Site Recovery Manager), Microsoft Windows domains and server environments; planning, managing, coordinating, and integrating all aspects of distributed systems’platform; and providing expert subject matter expertise on distributed systems platform projects to include developing requirements, conducting analyses, overseeing implementation and testing, evaluating and monitoring progress, etc.

-AND-

Possess the IT-related experience demonstrating each of the four competencies listed below:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.


Education may not be substituted for experience at this grade level.

Time-in-Grade: Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time-in-Grade Requirement, which is 52 weeks of Federal Service at the next lower grade, (GS-13).
