JOB SUMMARY:

A career with the Forest Service will challenge you to manage and care for more than 193 million acres of our nation's most magnificent lands, conduct research through a network of forest and range experiment stations and the Forest Products Laboratory, and provide assistance to State and private forestry agencies.

This position serves in a key fire management position in a field fire management organization as a Prescribed Fire/Fuels Technician preparing and implementing prescribed fire plans, fire effects monitoring plans, manual and mechanical hazardous fuels treatments, and smoke and wildland fire use monitoring plans.

This position is being concurrently announced under Merit Promotion Announcement Number OCR14-462-DFUEL-8/9G. This is a continuously open vacancy announcement for one or more locations throughout the Forest Service. The number and location of positions to be filled will be dependent upon individual unit needs.  Positions may be filled as career ladders or could be filled at the full performance level dependent upon the individual unit's needs. Availability of government housing, federal day care facilities, and bargaining unit status will vary by location. To ensure continued interest and availability, applicants will be notified via e-mail reminding them to re-certify their application every 60 days.

This position has been identified under the Forest Service Fire Program Management (FS-FPM) and is subject to selective placement factor requirements contained in the Forest Service Fire Program Management (FS-FPM) Standard and Guide when filling this vacancy. FS-FPM selective placement factors are made up of a primary and secondary National Wildfire Coordinating Group (NWCG) core Incident Management Qualifications and Required Training. Performs work in fuels management, wildland fire prevention (pre-suppression) and suppression.

 

Gathers statistical data from a variety of sources such as instrument readings, measurements, tests, observations, and inspections. Reviews existing guidelines and procedures; develops methodology for current study. Studies are generally related to forestry, forestry ecology, or forestry biology.

 

Participates in fire management program operations, such as technical or analytical work involving wildland fire suppression and prescribed burning operations. Performs tasks dealing with fire management projects such as hazard fuel reduction projects, wildlife habitat improvement or enhancement, watershed management, pre-commercial thinning, timber sales, stand conversions, and range improvement.

 

Performs wildfire suppression support as directed within training and physical capabilities and other duties as assigned. Duties listed are at the full performance level.

Basic Qualifications: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Specialized experience directly related to this position should be documented in the online application or resume.

 

Qualifying specialized experience must demonstrate the following:  

 

For the GS-08 position, in addition to meeting the basic entry qualification requirements, applicants must have had one (1) year of specialized experience at least equivalent to GS-07: Served as burn boss using various methods in broadcast burning, pile burning, and under burning operations. Performed fire pre-suppression or suppression duties on a fire line controlling wildfire and using fire to accomplish fuel treatment prescriptions. Assisted in monitoring fire behavior, evaluating fire effects, identifying potential problems and making basic recommendations.

 

For the GS-09 position, in addition to meeting the basic entry qualification requirements, applicants must have had one (1) year of specialized experience at least equivalent to GS-08: Developed and executed prescribed burning plans for complex burn projects and a wide variety of fuel types. Addressed a broad range of technical fire management problems, such as analyzing on-the-ground fuel conditions and weather. Developed specific plans for burning projects after analyzing fuels. Recommended direction on priorities, objectives and deadlines for prescribed fire, wildland fire and/or other natural resource activities.

 

Substitution of Education for Experience:

 

For the GS-08 there is no substitution of education for experience for this position.

 

The experience requirements for the GS-9 level may be met by completion of two (2) years of graduate level education or a master's degree in a position-related field of forestry or natural resources management.

 

Combination of Education and Experience:

 

For the GS-08 there is no combination of education and experience for this position.

 

For the GS-09: equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.

 

 

Selective Placement Factors:

 

  • A minimum 90 days experience performing wildland fire suppression duties as a member of an organized fire suppression crew or comparable unit that utilized knowledge of wildland fire suppression, containment or control techniques and practices under various conditions. This experience must be documented with specific dates and detailed duties that show your 90 days of on-the-line experience in the online application or resume and in the free-text box located in the Questionnaire including a reference name and current phone number(s) for verification.

 

  • Successfully completed and maintained currency for the Primary NWCG Core Requirement of Prescribed Fire Burn Boss Type 2 (RXB2). 

 

  • Successfully completed and maintained currency for the Secondary NWCG Core Requirement of Engine Boss (ENGB) OR Crew Boss (CRWB) OR Helicopter Manager Boss (HMGB) OR Felling Boss (FELB) or Heavy Equipment Boss (HEQB).

REQUIREMENTS:

WORK CAPACITY TEST (WCT) for Wildland Firefighters: This position participates in wildland firefighting activities. Based on the type of work performed, TAKING and PASSING the WCT at the ARDUOUS level is a "condition of employment." The Arduous fitness (Pack) test requires completing a three (3) mile hike within forty-five (45) minutes, while carrying a forty-five (45) pound pack. You are strongly encouraged to consult with your physician and begin training immediately if applying for this position. This announcement constitutes the required 30 days advanced notice for testing requirements.

ARDUOUS FIRE POSITIONS: Applicants must be at least 18 years of age to be employed in a position performing hazardous duties. An initial pre-employment medical examination is required for arduous fire positions. Failure to meet any of the required medical qualifications will be considered disqualifying for employment.

HOW YOU WILL BE EVALUATED:

You will be evaluated in accordance with the category rating procedure as defined in the USDA Demonstration Project Plan. Applicants who meet the basic minimum qualification requirements established for the position will be placed in the Eligible category. Eligible applicants will be further evaluated against criteria for placement in the Quality category. This evaluation is based on the level of your experience, education, and/or training as determined by your responses to the Occupational Questionnaire. Applicants with veterans’ preference are listed ahead of applicants who do not have veterans’ preference within each category.

FIREFIGHTER RETIREMENT COVERAGE: This is a secondary firefighter position under 5 USC 8336(c) (CSRS) and 8412(d) (FERS). At least 90 days of wildland firefighting experience is required. There is no age limit for entry into secondary positions. Firefighter retirement coverage of the incumbent depends upon his or her individual work history.

Government housing may be available.

Some Fire positions may have Conditions of Employment such as: a valid state drivers license; a commercial drivers license (CDL); pre-appointment and random drug testing; or a physical or medical examination.
