These positions are being filled under Acquisition Expedited Hiring Authority, The Secretary of the Air Force has delegated authority to appoint certain Civilians to positions designated pursuant to the Defense Acquisition Workforce Improve Act (DAWIA); positions  are located Air Force-Wide. Positions may be filled as permanent, temporary or term with a full-time or part-time work schedule. Pay will vary by geographic location.

·       Procure and plan acquisitions for standard or specialized items, services, and/or construction contracts where specifications have become standardized and established competitive markets and price competition exist.  Review requisition package for adequacy, consistency, and compliance with administrative, regulatory, and procedural requirements. 

·        Develop solicitations and evaluate responses. Compile complete bidders' list from qualified applications, knowledge of suppliers, contacts with trade associations, Small Business Administration, or other sources. 

·        Prepare and issue solicitation documents selecting appropriate clauses, ensuring clear and complete specifications, including packing and delivery requirements or other routine supplemental stipulation. Use primarily firm fixed-price, time and materials, indefinite delivery, or similar contracts when historical and precedent data are available. 

·        Monitor contract performance and assists in contract termination.  Monitor contract performance through telephone conversations, correspondence, site visits, inspections, progress reports, and analysis of contractor metrics, for compliance with performance standards, applicable laws, delivery schedules, payment provisions, inspections, progress reports, and other requirements stated in the contract.

Basic Requirements: Applicants must have a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 hours in business-related courses in any of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree). 

 

EXCEPTIONS:  The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current members of the armed forces (that apply prior to retirement/separation), and current DoD employees are exempt from the basic requirements, if:

 
- served as a contracting officer with authority to award or administer in excess of the simplified acquisition threshold on or before 30 September 2000;
- served, on or before 30 September 2000, in a position as either an employee in the GS-1102 series or as a member of the Armed Forces in a similar occupation specialty;

- is in the contingency contracting force; or

- is described in subsection (e)(1)(B). (formal developmental positions)

 

In addition to meeting the basic requirements, applicants must have one year of specialized experience in accordance with Department of Defense 1102 Qualification requirements: 

 

To qualify for the GS-05 grade level: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 hours in business-related courses in any of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree).

-OR-

A current member of the Armed Forces (not retired or separated) OR a current DOD employee that meets the following requirements: 1) served as a contracting officer with authority to award or administer in excess of the simplified acquisition threshold on or before 30 September 2000; 2) served, on or before 30 September 2000, in a position as either an employee in the GS-1102 series or as a member of the Armed Forces in a similar occupation specialty; OR, (3) is in the contingency contracting force.

To qualify for the GS-07 grade level: In addition to meeting the basic requirements, applciants must have one year of specialized experience equivalent to the GS-05 level.  Specialized experience is experience that may have been gained whilel in the Federal service procuring a wide variety products and services; administering terms and conditions of contracts; negotiating and awarding contracts and contract modifications; performing price/cost analysis; monitoring contractor's performance; performing work associated with termination of contracts.

 

To qualify for the GS-09 grade level: In addition to meeting the basic requirements, applicants must have one year of specialized experience equivalent to the GS-07 level.  Specialized experience is experience that may have been gained while providing business advice to customers and performing all pre-award/post-award functions, using a wide range of contracting methods and types to procure complex and/or diversified commodities, services and/or construction. 

OR

Masters degree (or equivalent graduate degree such as LL.B or J.D) or two academic years of progressively higher level graduate education including 24 hours of business may substitute for the one year of specialized experience.

 

To qualify for the GS-11 grade level: In addition to meeting the basic requirements, applicants must have one year of specialized experience equivalent to the GS-09 level.  Specialized experience is experience that may have been gained while providing business advice to customers and performing all pre-award/post-award functions, using a wide range of contracting methods and types to procure complex and/or diversified commodities, services and/or construction.   

OR

PH.D (or equivalent doctoral degree) or three academic years of progressively higher level graduate education including 24 hours of business may substitute for the one year of specialized experience.

 

To qualify for the GS-12 grade level:  Non-Contracting Officers must have at least 52 weeks of specialized experience equivalent at the GS-11 level or equivalent pay band.   For Contracting Officers: Must have at least two years of specialized experience in contracting positions, of which 52 weeks must have been equivalent to the next lower grade or pay band.  Specialized experience is experience that may have been gained while providing business advice to customers and performing all pre-award/post-award functions, using a wide range of contracting methods and types to procure complex and/or diversified commodities, services and/or construction.

 

To qualify for the GS-13 grade level:  Non-Contracting Officers must have at least 52 weeks of specialized experience equivalent at the GS-12 level or equivalent pay band.   For Contracting Officers: Must have at least two years of specialized experience in contracting positions, of which 52 weeks must have been equivalent to the next lower grade or pay band.  Specialized experience is experience that may have been gained while providing business advice to customers and performing all pre-award/post-award functions, using a wide range of contracting methods and types to procure complex and/or diversified commodities, services and/or construction.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 

 

1.    Knowledge of contracting principles, policies and procedures.

2.    Knowledge of business practices and market conditions applicable.

3.    Skill in applying contract price/cost analysis techniques to a variety of pre-award and/or post-award procurement actions.

4.    Ability to communicate both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.  You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
