Type of Appointment: This is a Career/Career-Conditional Appointment [This is a full-time, non-dual status (competitive) permanent position and does not require National Guard Membership].


This position is located in the State Area Command Headquarters, Columbus, Ohio.  Purpose of this position is to serve as the analyst and consultant for the management and administration of programs within the directorate or division.

    In order to qualify for GS-0343-9, Program Analyst, you must meet one of the following:

    A. Have one year of specialized experience, equivalent to the GS-7 level in Federal service, assisting in planning and executing financial programs; preparing program evaluations summary reports; identifying program deficiencies and recommending changes in work methods and procedures to improve operations; developing budgets; determining or issuing funding allocations; monitoring expenditures; and providing guidance to management on programs.

    B. Have a master's or equivalent graduate degree or two years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. An academic year of graduate education is considered to be the number of credit hours that the school attended has determined to represent one academic year of full-time study. This determination is made based on normal course loads for a full year of study in the graduate program. If that information cannot be obtained from the school, 18 semester hours or 27 quarter hours will satisfy the one year of full-time study requirement.


    C. Have a combination of graduate education and specialized experience. To combine education and experience, first determine your total qualifying experience as a percentage of the specialized experience described in A. Then determine your education as a percentage of the graduate level education described in B (note, only graduate education beyond the first full year is creditable). Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify.

    If you are using education to qualify for this position, you MUST submit copies of your college transcripts (unofficial transcripts are acceptable) OR a list with all your courses, credit hours, grades, and semester year by the announcement closing date.

    Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
