These positions are being filled under Acquisition Expedited Hiring Authority, The Secretary of the Air Force has delegated authority to appoint certain Civilians to positions designated pursuant to the Defense Acquisition Workforce Improve Act (DAWIA); positions  are located Air Force-Wide. Positions may be filled as permanent, temporary or term with a full-time or part-time work schedule. Pay will vary by geographic location.

·  Independently performs recurring assignments of limited and complexity in support of projects assigned to higher graded analyst.

·  Knowledge of analytical, mathematical, and /or statistical theories, principles, and practices to plan, coordinate, and execute segments of complex studies. 

·  Use rigorous methods of logic and scientific discipline to design, develop and adapt and/or oversee the design,

   development, and adaption of mathematical cost models the will be used to evaluate the cost of various weapons system and programs.

·  Performs a broad range of operations research analyses assignments entailing unique problems, creativity,

   innovative use of techniques, advanced approaches, and/or new technologies.  

·  Reviews and evaluates study projects, proposal, and/or reports for adequacy of methodology, including the use of development of computerized models, ensuring the techniques used are valid and appropriate to the problem or issue identified.

BASIC REQUIREMENT:

Degree: A Bachelor’s degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

In addition to the basic requirements, applicants must meet the following:

FOR GS-07:

SPECIALIZED EXPERIENCE: Successfully completed 1 year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled.  To be creditable, the specialized experience must have been at the GS-05 grade level or equivalent under other pay systems in the Federal service.  Examples of creditable specialized experience includes working closely with other Operations Research analysts to use mathematical and statistical techniques, and innovative efforts to develop new cost models address solutions to problems that may totally lack in precedent.  Assist in a broad range of weapons system cost related equipment, and force structures.

EDUCATION: Successful completion of 1 year of graduate-level of education or a superior academic achievement in a field directly related to the work of the position.   Superior Academic Achievement is based on one of the following three methods:  (1) Class Standing: applicants must be in the upper third of the graduating class in the college, university, or  major subdivision, such as the College of Education, based on completed courses. (2) Grade Point average (G.P.A):  Applicants must have a grade-point average of:  3.0 or higher out of a possible 4.0 (“B” or better) as recorded on their official transcript or as computed based on 4 years of education, or as computed on courses completed during the final 2 years of the curriculum;  or 3.5 or higher out of a possible 4.0 (“B+” or better ) based on the average of the required courses completed in the major field or in the required courses in the major field completed during the final 2 years of the curriculum. (3) Honor Society Membership:  Election to membership in a national scholastic honor society.

Combination of Graduate Education and Experience: Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. Only graduate level education in excess of a bachelor’s degree may be combined with experience.

FOR GS-09:

SPECIALIZED EXPERIENCE: Successfully completed 1 year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled.  To be creditable, the specialized experience must have been at the GS-07 grade level or equivalent under other pay systems in the Federal service.  Examples of creditable specialized experience includes performing developmental assignments in support of projects assigned to higher level analysts.  Performs specific and related tasks that selected to orient employee in the practical application of basic occupational techniques, such as conducting analytical investigations using scientific methodology and problem solving for matters of a factual nature.

EDUCATION: Successful completion of the requirements of a master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related, meets the requirements for GS-09.

Combination of Graduate Education and Experience: Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. Only graduate level education in excess of 1 full year of graduate education may be combined with experience.

FOR GS-11:

SPECIALIZED EXPERIENCE: Successfully completed 1 year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled.  To be creditable, the specialized experience must have been at the GS-09 grade level or equivalent under other pay systems in the Federal service.  Examples of creditable specialized experience includes independently performing recurring assignments of limited difficulty and complexity in support of projects assigned to higher graded analysts.  General operations research assignments for portions of a project or study consisting of a series of interrelated task or problems. Complies, organizes, analyzes, and processes data and information in compliance with established procedures.

EDUCATION: Successful completion of the requirements of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, meets the requirements for GS-11.

FOR GS-12:

SPECIALIZED EXPERIENCE: Successfully completed 1 year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled.  To be creditable, the specialized experience must have been at the GS-11 grade level or equivalent under other pay systems in the Federal service.  Examples of creditable specialized experience include, under guidance of senior analysis(s), applies a range of analytical, mathematical, and/or statistical theories, principles, and practices to plan, coordinate, and execute segments of complex studies.  Complies, organizes, and analyzes data/information to find solutions to problems requiring a broad range of established operations research methods and techniques.

FOR GS-13:

SPECIALIZED EXPERIENCE: Successfully completed 1 year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled.  To be creditable, the specialized experience must have been at the GS-12 grade level or equivalent under other pay systems in the Federal service.  Examples of creditable specialized experience includes executeing Component Cost Analysis (CCA) Program Tasking.  Performs routine, continuing cost analysis and basic cost estimates associated with preparation of system cost.  Extracting and organizing raw cost data under general direction from the team leader, conducting basic mathematical analysis of programs information, and assisting in the collection, developmental and implementation of cost related information.

FOR GS-14:

SPECIALIZED EXPERIENCE: Successfully completed 1 year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled.  To be creditable, the specialized experience must have been at the GS-13 grade level or equivalent under other pay systems in the Federal service.  Examples of creditable specialized experience includes a broad range of operations research analysis assignments entailing unique problems, creativity, innovative use of techniques, advanced approaches, and/or new technologies.  Utilizes scientific inquiry independent development of mathematical models and computer programs to evaluate, interpret, and analyze progress implementation diversity priorities indentified in the Air Force Diversity Strategic Roadmap.  Provides guidance, advisory support, and assistance to the entire project and major phases for varied operations.

FOR GS-15:

SPECIALIZED EXPERIENCE: Successfully completed 1 year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled.  To be creditable, the specialized experience must have been at the GS-14 grade level or equivalent under other pay systems in the Federal service.  Examples of creditable specialized experience includes applying scientific and analytical techniques to define, quantify, and evaluate feasibility of assigned projects, proposals, reports, studies or problems.  A consultant and Air Force level technical expert to senior subject matter specialists and/or agency official program operations.  Attends meetings, conferences, briefings, and seminars related to program planning, advanced technologies.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 

 

1. Professional knowledge of the principles, concepts and practices of operations research analysis to apply scientific methods and techniques to analyze system, processes, and/or operational problems and procedures.

2. Knowledge of mathematics and analysis to perform studies and prepare reports, documentation, and correspondence to communicate recommendations/conclusion clearly.

3. Ability to participate effectively on study teams and originate new ideas, projects, and methodologies.

4. Knowledge and mastery of a broad range of methods and techniques used in classical and modern advanced operations research studies and possession of analytical abilities.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.  You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
