These positions are being filled under Acquisition Expedited Hiring Authority, The Secretary of the Air Force has delegated authority to appoint certain Civilians to positions designated pursuant to the Defense Acquisition Workforce Improve Act (DAWIA); positions  are located Air Force-Wide. Positions may be filled as permanent, temporary or term with a full-time or part-time work schedule. Pay will vary by geographic location.

·  Assess progress in assigned projects/programs including cost estimates, schedules, and

   performance supportable baseline requirements by applying now methods and procedures.

·  Provide input in source selection and contractor monitoring of acquisition phases and development through

   production and deployment.

·  Plan, organize and coordinate activities of functional specialists including contracting, engineering,

   manufacturing, program control, configuration/data management, test, and logistics. Continually study,

   review and evaluate program progress.

·  Formalize system requirements into appropriate specifications.

·  Review and direct the progress of contractors in meeting program objectives. Take appropriate actions to

   approve terms and conditions set forth in negotiations, contracting plans and budgets, subcontract

   participation, and addition or discontinuance of work by contractor.

·  Prepare and present staff studies for presentations.

FOR GS-05:

GENERAL EXPERIENCE: Successfully completed 3 years of general experience, which includes 1 year of experience equivalent to the GS-4.  Examples of general experience include assist in performing developmental work assignments.  Assist in performing recurring work assignments.  Assist in special studies and projects.

EDUCATION:  Successful completion of the requirements for a bachelor's degree (in any field), in an accredited college or university, meets the requirements.

Combination of Education and Experience: Combinations of successfully completed education and experience may be used to meet total experience requirements.

FOR GS-07:

SPECIALIZED EXPERIENCE: Successfully completed 1 year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled.  To be creditable, the specialized experience must have been at the GS-05 grade level or equivalent under other pay systems in the Federal service.  Examples of creditable specialized experience includes following instructions given by supervisor and higher-graded specialist, performing structured work assignments of limited difficulty combined with training that familiarizes the employee with functions and operations of the organization.  The duties involve related steps, processes, or methods; and required to recognize differences among few easily distinguishable situations.

EDUCATION: Successful completion of 1 year of graduate-level of education in a field directly related to the work of the position or superior academic achievement.   Superior Academic Achievement is based on one of the following three methods:  (1) Class Standing: applicants must be in the upper third of the graduating class in the college, university, or  major subdivision, such as the College of Education, based on completed courses. (2) Grade Point average (G.P.A):  Applicants must have a grade-point average of:  3.0 or higher out of a possible 4.0 (“B” or better) as recorded on their official transcript or as computed based on 4 years of education, or as computed on courses completed during the final 2 years of the curriculum;  or 3.5 or higher out of a possible 4.0 (“B+” or better ) based on the average of the required courses completed in the major field or in the required courses in the major field completed during the final 2 years of the curriculum. (3) Honor Society Membership:  Election to membership in a national scholastic honor society.

FOR GS-09:

SPECIALIZED EXPERIENCE: Successfully completed 1 year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled.  To be creditable, the specialized experience must have been at the GS-07 grade level or equivalent under other pay systems in the Federal service.  Examples of creditable specialized experience includes performs developmental assignments of moderate difficulty work procedures and a number of specific guidelines.  Independently performs recurring assignments of limited, but not gradually increasing, difficulty and complexity.  Participates in special initiated studies, and projects.  Drafts or prepares a variety of documents to include newsletters items, responses to inquiries, reports, letters and other related documents.

EDUCATION: Successful completion of the requirements of a master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related, meets the requirements for GS-09.

FOR GS-11:

SPECIALIZED EXPERIENCE: Successfully completed 1 year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled.  To be creditable, the specialized experience must have been at the GS-09 grade level or equivalent under other pay systems in the Federal service.  Examples of creditable specialized experience includes planning, organizing, and coordination of projects/programs through designated phases of the acquisition cycle by performing routine and recurring programs management work.  Facilitates the full use of the intern’s training and development.  Uses standard acquisition instructions, manuals, standard publications and technical materials to obtain information, analyze data to prepare reports.

EDUCATION: Successful completion of the requirements of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, meets the requirements for GS-11.

SPECIALIZED EXPERIENCE: Successfully completed 1 year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled.  To be creditable, the specialized experience must have been at the GS-13 grade level or equivalent under other pay systems in the Federal service.  Examples of creditable specialized experience include developing complete strategic and tactical plans to support assigned acquisition programs and implements and controls contractual, financial, and technical aspects of a project though designated phases of the acquisition cycle.  Provide guidance, advisory support and assistance on a wide range of management issues.  Represents the organization and higher management echelons and provides status information on assigned projects/programs, as required in high-level meetings and discussions with high-level officials. 

FOR GS-15:

SPECIALIZED EXPERIENCE: Successfully completed 1 year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled.  To be creditable, the specialized experience must have been at the GS-14 grade level or equivalent under other pay systems in the Federal service.  Examples of creditable specialized experience includes plans, organizes, and directs the organization with responsibility for the development of major aspects of key Air Force programs of national significant and/or essential operating programs.  Exercises supervisory personnel management responsibilities.  Responsible for development of support plans of enhanced system, planning, managing, and coordinating total, cradle to grave life cycle logistics support weapons system, integrating functions supply, maintenance, procurement, and quality assurance needed to sustain system fielding.  Represents the program office with higher levels within the organization and contractor organizations.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 

1. Knowledge of laws, principles, policies, and practices of systems acquisition and program management.

2. Knowledge of business, industrial management, contracting procedures, technical concepts, and production

    practices to evaluate contractor proposals and activities.

3. Knowledge of the missions, roles, functions, organizational structures, and operation which govern interface

    with and/or influence the systems acquistion process and integrated life cycle management.

4. Ability to plan, organize, and manage critical aspects of research, development, production, and support of

   subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel

   in support of the process.

5. Ability to communicate both orally and in writing.

 

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.  You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
