JOB SUMMARY:

The positions are located in the Office of Accounting and Shared Services, in either Parkersburg, WV or Hyattsville, MD.

Following the completion of program requirements, selectees may be considered for non-competitive conversion to a career-conditional or term appointment. All conversion requirements will be identified in the Participant Agreement. Program requirements include but are not limited to:

  • Successful completion of at least 1-year of continuous service;
  • Completion of at least 40 hours of interactive training; and
  • Demonstration of successful job performance.

    The following are the duties at the GS 09 level.  If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. 


    • Assists in conducting detailed analyses of functions and work processes in the assigned program area.

    • Conducts limited operational reviews of assigned program area to assess compliance with existing guidelines.

    • Participates in determining user requirements and configuring the system to meet these needs.

    • Researches questions, cross-checks and interprets data from various sources to obtain accurate information and provides technical advice on procedures.

    You must meet eligibility and qualification requirements by the closing date.  You must answer all job-related questions in the job questionnaire:


    To be eligible for the Recent Graduates Program, applicants must meet the following requirements:

    1. Be a U.S. Citizen; and
    2. Meet one of the following:
    • Intended graduation is no more than 9 months from date of application.
    • Have, within the previous 2 years*, completed all educational requirements for a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; or
    • Have completed all educational requirements, as stated in the previous bullet, between December 27, 2010 and July 10, 2012 (exception provided by Pathways regulations).

    *Veterans who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the 2 year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility.  The veteran's eligibility period may not extend beyond 6 years.
    Specialized Experience: 

    For the GS-5: General experience is 1 year of experience at the GS-04 level or equivalent. Specialized Experience includes:
    1. Participating in developmental work assignments,
    2. Performing recurring work assignments, and/or
    3. Assisting in special studies and projects. 
    OR You may substitute 4 years of study leading to a bachelor’s degree.

    For the GS-07:
    You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes duties such as: 
    1. Knowledge of basic finance practices and methods sufficient to participate in the maintenance of automated administrative systems; and
    2. Provide customer service to end-users.
    OR You may substitute education for specialized experience as follows:  One full year of graduate level education OR a Bachelor’s Degree with Superior Academic Achievement demonstrated through class standing (upper third of the graduating class); grade point average (a GPA of 3.0 or higher out of a possible 4.0 based on 4 years education or courses completed during the final 2 years; or a GPA of 3.5 or higher out of a possible 4.0 based on required courses in the major field; or selection to membership in a national scholastic honor society..  A copy of transcript or list of college courses designating semester or quarter hours earned is required.  OR You may qualify by a combination of experience and education. The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. 

    For the GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes duties such as:
    1. Knowledge of finance practices and methods;
    2. Experience participating in the maintenance of automated administrative systems; and
    3. Providing customer service to end-users. 
    OR You may substitute education for specialized experience as follows: Two full years of progressively higher graduate education or Master's degree or an LL.B. or J.D. if related to the posted position. A copy of transcript or list of college courses designating semester or quarter hours earned is required. OR You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

    We use a multi-step process to evaluate and refer applicants:

    2.  Rating: Your application will be evaluated in the following areas: Communication, Technical Skills, Analysis/Problem Solving and Organization skills. Your application will be evaluated against your responses to the occupational questionnaire.  You may also be further evaluated using additional assessment processes. 
     
    Category rating procedures will be used to rank and refer eligibles.  Based on your responses to the online questionnaire, you will be assigned a score.  Your score will determine in which of the three categories you will be placed: Categories A, B, or C. Under this process, veterans will be assigned to the appropriate category (without additional preference points) and then placed at the top of their category. 
     
    Qualified veterans with a service-connected disability of 10% or more will be placed at the top of the highest quality category.
