You will Plan, develop and implement a variety of programs to enhance information management and access throughout the agency. Provide guidance and interpretation of policy and legal requirements to IT management, staff and customers.

Complete requirements gathering and analysis and coordinate with developers and quality assurance team to validate business requirements reflected with the information solution.

Facilitate requirements gathering sessions with users.

Recommend tools and techniques for capturing and tracking business, functional, and/or system requirements.

Identify business practices and governance processes within OCIO and business opportunities with program offices.

Conduct business process reengineering to recommend to management of operational efficiencies.

Serve as customer advocate and document business needs, current work flow and to-be work flow from the program offices project managers, end users working group and internal OCIO IT Specialist.

Evaluate the utility and effectiveness of databases, standard information systems, office automation capabilities and networks within the agency.

Coordinate agency requirements for modification and enhancements to network configurations and develop functional specifications. Participate in the development of custom software applications and databases to include requirements in management design, programming, implementation, and training.

Work with auditors and technical subject matter experts to satisfy internal and external audit requirements.

Communicate status of projects in a timely manner and identify critical success factors.

Provide product assurance guidance by establishing quality gates and other quality measures.

Conduct periodic training to agency users on technology and information systems.

Maintain current knowledge of new IT development, processes, and equipment and identify processes and equipment that can be applied to improve agency program and IT activities.

CU-13: You must have one year of specialized experience equivalent to the CU-12 (GS-12) level in the public or private sector. Specialized experience is demonstration of knowledge of and experience identifying and documenting information technology business needs, conducting business process reengineering, completing requirements gathering and analysis, coordinating with developers and quality assurance teams to validate business requirements reflected in information solutions, participation in the development of custom software applications and databases to include design, programming and implementation, support of project managers during project deployment and participation in the development of training materials, and training end users. 


Education can not be substituted for experience at this grade level

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

 

  • Expert knowledge of information technology system development and software lifecycle sufficient to conduct user needs analysis, business process re-engineering, user acceptance testing and training.
  • Knowledge of the operations, standards, policies, procedures and workflow sufficient to plan, conduct, report and effectively employ IT to support administrative and program functions.
  • Knowledge of a broad spectrum of IT concepts with comprehensive knowledge of application development and desktop technology sufficient to support and customize within technical specifications and users functional needs.
  • Skill to effectively communicate with stakeholders, staff, and customers with non-technical backgrounds.

    SALARY: Pay will be set using NCUA's Compensation policy. The salary range shown is NCUA's National Pay Rate (NPR) which includes a locality rate of  24.87 percent for the Alexandria, VA geographical area.
