Mission Statement

DHRA's mission is to provide program support, information management, and administrative services to the DoD Components on human resource matters and to collect, archive and provide management information, research and analysis of human resources and other related functional area data bases for the DoD.

 

DHRA is a dynamic organization involved in the implementation of reorganization, reform and restructuring within the Office of the USD (P&R). Currently DHRA is comprised of: DHRA Headquarters Staff, Defense Civilian Personnel Advisory Service (DCPAS), Defense Manpower Data Center (DMDC), Personnel and Readiness Information Management (P&RIM), Personnel Security Research Center (PERSEREC), Employer Support of the Guard and Reserve (ESGR), Office of the Actuary, Defense Advisory Committee on Women in the Services (DACOWITS), Federal Voting Assistance Program (FVAP), and Defense Travel Management Office (DTMO).

As a IT Specialist (PLCYPLN) you will be responsible for the following duties:

•   Manages assigned areas of ESGR owned and licensed application software and systems.
•   Manages all interfaces with the outsourced/commercial hosting facility for the proper operation and availability of service of all applications and the databases.
•   Ensures that ESGR adheres to all applicable DoD and federal regulations and ensures the ESGR System Security Authorization Agreement (SSAA) is current and updated when required.
•   Oversees the establishment of and maintains control over the operation of the ESGR Microsoft .Net and/or DotNet Nuke-based Portal.
•   Ensures all applicable DoD and ESGR instructions, policies, procedures and regulations are followed.
•   Serves as Contracting Officer Technical Representative (COTR) for Information System related contracts.

This position has a Basic Requirement for the (2210) series:  Experience that demonstrated accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where the applicant analyzed a number of alternative approaches in the process of advising management concerning major aspects of ADP system design, such as what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project.

You must have one year Specialized Experience equivalent to the GS-11 level in the Federal service (experience may have been gained in the private/military sector) giving the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position.  Experience must be reflected in your resume.
Specialized experience required for this position is:

• Knowledge of IT and security architecture principles, standards, trends in technology, industry best practices, and design and functioning of information systems having impact on multiple agency programs.
• Demonstrated ability to work with military personnel, contractors, and vendors to complete IT projects on time and within budget.
• Experience assisting in completing IT projects and studies.

• Assisting with the development, planning, and executing IT programs, policies, and activities related to IT systems and security architecture.

• Ability to evaluate IT project management support for both short-term and long-term projects plans, and on critical IT architecture issues.


Specifically you will be evaluated on the following competencies:

2. Knowledge of IT systems and security architecture.
3. Knowledge of Programming Tools.
4. Knowledge of Application and Database Systems.
