Duties:

 

·         Effectively evaluates safe, efficient, and effective Patient Movement programs using medical analysis/planning/programming, internal and external coordination, and joint medical planning expertise.

 

·         Effectively provides comprehensive critical review, evaluation, and recommendations to improve logistical and logistics supply/support aspects of the Military Health System Patient Movement Program as it related to DSCA patient movement contingencies.

 

·         Effectively analyzes and evaluates execution of actions in support of mission and operational plans.

Specialized Experience Requirement:

work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

GS-0671-05 HEALTH SYSTEM SPECIALIST GENERAL EXPERIENCE: 1 year of Specialized experience, equivalent to at least GS-04. GS-0671-07 HEALTH SYSTEM SPECIALIST

SPECIALIZED EXPERIENCE: At least one year of specialized experience equivalent to at least the GS-05 level in the Federal service, which has equipped me with the particular knowledge, skill, and abilities to successfully perform the duties of the position. GS-0671-09 HEALTH SYSTEM SPECIALIST SPECIALIZED EXPERIENCE: At least one year of specialized experience equivalent to at least the GS-07 level in the Federal service, which has equipped me with the particular knowledge, skill, and abilities to successfully perform the duties of the position. OR COMBINATION OF EDUCATION AND EXPERIENCE:

Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 

l. Must have knowledge of health administration and managed health care programs and practices as well as general clinical principles and practices as they relate to a military medical environment.

 

2. Knowledge of military commands goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities.

 

3. Supervisory and management skills to establish program objectives or performance goals and assess progress toward their achievement. Master ability to communicate effectively both orally and in writing .

 

4. Skill in developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclammas, issue papers, white papers and manpower management.

 

5. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, revise recommended solutions, and package the entire process in briefings, papers, or reports suitable for senior leadership use and decision making.

 

6. Ability to communicate orally and in writing with a diverse group of individuals to include healthcare professionals and paraprofessional personnel. Interpersonal skills in presenting recommendations.
