As a Financial Management Specialist in the Division of Payment Services, Office of Financial Services (OFS), Office of Financial Operations (OFO), you will be responsible for supporting financial management and accounts payable functions, including auditing vouchers, processing payments for assigned FDA Centers/Offices and/or employee travel reimbursements and purchasing claims; analyzing financial matters and providing assistance and training to assigned offices; responding to requests for account histories and payment status; and preparing statistical studies and analyses.

  • Plans, manages, and/or oversees disbursement activities for the purchase of supplies, materials, travel, and contractual services.
  • Maintains and operates multiple types of financial and travel modules to produce and disseminate financial management reports related to resource operations.
  • Reviews the accuracy and consistency of data to ensure the integrity of information system processes.
  • Participates in the improvement of cash flows, streamlines operations, and improves service to agencies.
  • Reviews policies, regulations and standards to promote effective collections and payments management in the Government.
  • Studies and resolves broad issues influencing collections and payments management Government-wide.

GS-11: At least one year of specialized experience equivalent in difficulty and complexity at the GS-09 grade level in the Federal Service, assisting in the development and implementation of financial management policies and procedures; analyzing and resolving interrelated issues identified between financial management and travel and/or purchasing activities; operating financial systems to produce financial management reports related to resource operations; and collecting and analyzing data on financial system processes; OR possess a Ph.D., LL.M., or equivalent doctoral degree OR have successfully completed 3 full years (54 semester hours or the equivalent) of progressively higher level post-graduate education leading to such a degree with major study in a field that equipped me with the knowledge, skills, and abilities necessary to do the work of the position; OR possess some of the specialized experience as described above, but less than one year; and possess more than two years but less than three years of education as described above. The computed percentage is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.

Conditions of Employment:

1. Time-in-Grade: Career or career-conditional current and former Federal employees who select to apply under merit promotion procedures must have served 52 weeks at the next lower grade level of this position.
