To qualify at the grade GS-11, applicants must meet one of the following-
A) Possess at least one full year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors). This experience must include activities such as 1) planning and conducting studies and projects on policy or strategic planning issues; 2) modifying and applying quantitative and qualitative analytical techniques to help identify issues, gathering and analyzing information, and developing advice and guidance for complex programs; 3) assisting in the resolution of program issues and communicating solutions or answers to management. NOTE: The contents of your resume must support this response.
B) Have successfully completed a Doctorate of Philosophy (Ph.D.) or equivalent doctoral degree, or three (3) full years of progressively higher level graduate education (54 semester units or equivalent) leading to a Ph.D. or LL.M., if related, in business administration, public administration, public policy, international relations, economics, engineering or other directly related field that provided the knowledge, skills, and abilities necessary to perform this work.
C) Possess a combination of graduate education and specialized experience as described in "A" and "B" above. If your education is currently described in quarter hours, convert them to semester hours by multiplying by 2/3rds. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then take number the number of months experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify
Education: For any college courses, graduate work, research, thesis or other non-descript courses listed on your transcript (such as "Independent Research"), please indicate through your resume or attachment memorandum from an academic professor how each course fulfills the specific education requirement, i.e., state number of semester hours credited, topic of study, grade earned.

Time-in-Grade Requirements: Current Federal employees must have served 52 weeks at the next lower grade in the Federal service. All qualifications and time-in-grade requirements must be met by the closing date of this announcement.
New employees must serve a one year probationary period.
