The Chief Information Officer (CIO) is the principal advisor to the Under Secretary and Director on the application of information technology (IT) to support and improve the Agency’s business processes. The CIO directs the development, implementation, maintenance, enhancement, and operation of the USPTO automated information systems and the development of supporting strategic and operational plans; manages the USPTO computer facilities, equipment, and telecommunications network; manages development, maintenance, and dissemination of patent and trademark information to the public; serves as the Agency’s Senior Information Technology (IT) official, and provides administrative and policy direction to the organizational elements reporting to the Chief Information Officer. The Office of Application Engineering and Development (AED) is responsible for the full life cycle management of the USPTO’s automated information systems, consistent with the USPTO’s strategic IT plans and supporting technical architecture. The Office designs, develops the systems and validates that the business areas’ functional and performance requirements are met prior to delivery to Operations for production testing and deployment.
The Functional Testing Division provides complete testing support for AED, including test strategy creation and implementation; test case and test script creation; bug/defect reporting and triage (scrubs); use of automation; tracking of code coverage; supporting and managing User Acceptance Tests (UAT) as required; providing clear test acceptance and release criteria; communicating progress; and raising unresolved issues to all levels of management to fully express overall risk and quality for every deliverable.  The scope of the FTD is limited to the functional test areas for any given service/product or tool.  Metrics for success include test case/test script execution, code coverage, defects resulting in a fix while mitigating defects found in functional testing before production deployment per thousand lines of executable code.

At the full performance level, the incumbent:

  • Provides authoritative advice as the Subject Matter Expert (SME) to managers, customers and Division staff on software testing environments (physical and virtual) based on environment requirements, providing resource estimates for engagements and projects, test management and data repositories, the use of test tools such as the Rational suite and how they impact the test environment designs for all types of test execution including manual and automated tool execution.  This includes the use of physical and virtual environments to execute testing.
  • Is a major contributor to the test architect regarding test designs and how the test environment supports the test engagement.  Oversees and manages problem resolution.  Participates in building the test environment, validates the environment against the production standards for the system under test, and completes the environment portion of the Test Readiness Review (TRR).  Analyzes complex software and hardware problems in a test environment and provides viable solutions and alternatives to FTD support staff, test managers, and test architect. 
  • Serves as the SME for determining design and setup compliance with test designs and configuring, managing and scheduling environment resources to deliver the test environments required to meet a test manager (TM) or test architect’s plans for a test engagement involving a combination of virtual and physical devices. Coordinates test planning with the TMs and senior staff while the TM is developing a test plan. Serves as the SME supporting environmental test design reviews, deployment of the environment and associated OS support, and documentation of assigned IT software related to IT technology and the environment.  Provides guidance and assistance to co-workers on complex testing efforts and provides knowledge of the environment to FTD staff to help improve the skill levels and understanding of the environment needed to support testing.  Is a leader for virtual systems and setup of test environments and implementation of virtual systems and technology.   Recommends technology changes, enhancements and upgrades to virtual and physical systems and the best fit for testing tools within the test environment.
  • Works with developers, TMs, operations staff, senior IT Specialists, architects, supervisors, contractors, and customers to define project and task technical requirements for testing environments and engagements based on available resources.  Evaluates and identifies alternative testing solutions and provides a breakdown of the work required for a test engagement and associated level of effort; provides budget and project estimates for testing activities to supervisor, project manager, and technical leads for inclusion in PREWs and for schedules and product backlogs.
  • Works with architects and technical leads to create, update and review architecture designs, UI designs, design testing scripts, test cases, test plans and to provide testing documentation.  Incorporates the Waterfall and Agile methodologies including SCRUM and describes how each methodology affects test design and implementations. Works to create and maintain a data repository for test data making data available as needed.
  • Independently develops system documentation and schedules that adhere to USPTO policy and standards.  Creates or provides updates to standard documentation including all technical SDLC documentation. 
  • Identifies and makes improvements to the environmental test process using formal process improvement methods. Understands and applies industry best practices and standards and provides suggestions and updates.  Ensures that developers and contractors follow standards and quality best practices.
  • Adapts test designs and test environments to different software development methodologies and workflows as needed.
  • Participates in special projects and serves as a technical leader and SME.
    Effectively uses test tools, utilities and applications to track traceability of environmental setup requirements that will enable execution of test cases, test scripts and defects management for a TM.
  • Serves as the SME for technical requirements, analysis and evaluations for procurement of contractor resources, open source software and technologies related to virtual system.
  • Researches emerging technologies and advises managers, FTD staff and customers on software and/or hardware needs and on new technology, and recommends modifications to current software and/or hardware and identifies training needs to staff in these areas.
  • Represents the Division on teams, committees, SCRUM meetings, Sprint meetings, operational readiness reviews etc., with a variety of contractors, other government officials, and external customers.

KSA 2 - Skill in the various approaches used in the design and setup of testing environments matching the environment requirements of the test plan, including static (e.g. desk checking), white-box, black-box, load testing, coverage testing, and regression testing and knowledge of how these affect a test environment. Mitigation of environmental issues not identified in the test plan setup document, identify solutions for these issues to meet the expected environment capabilities. Identifying and mitigation of problems caused by remote testing aspects of the environment setup and identification of communication, access and firewall issues that can impact the successful outcome of the test engagement.
KSA 3 - Knowledge of and experience in:
  • software development life cycles including traditional and agile; software configuration management; technical standards and technologies; integrated development environments; and databases;
  • multiple target platforms including Unix/Linux/Windows on physical and/or virtual systems; 
  • web servers including Apache Tomcat and JBoss;
  • testing applications that integrate with a relational database;
  • SOA, SOAP and REST;
  • software and system designs;
  • requirements management;
