The incumbent of this position will serve as the Senior Technical Advisor to the Center/ORA/OC IT Director and senior IT management on all matters related to IT security.  The incumbent will specifically:

 

Provide input and direction into the development and maintenance of Continuity of Operations including working with the FDA Records Officer and Business Leaders to determine critical records and systems that most be available to leadership in the event of a disaster.

 

Provide assistance and technical direction in contingency and disaster recovery planning for all FDA Applications.

 

Direct the Information Security System (ISS) Program that monitors and performs system compliance checks/tests using established network security plans/policies and reports non-compliance. 

 

Provides leadership to the FDA IT community in the development, management and maintenance of FDA security tools and representative training programs including developing a security awareness program for FDA Executives to be presented at a leadership meeting once a year and provides employee security training for government employees as well as those other than Federal Employees including contractors, students, volunteers, etc.

 

Provides guidance to application developers to ensure adequate security controls are built into systems developed within the FDA.

 

Directs and coordinates implementation and execution of the Security Program policies and procedures and monitors compliance with established computer security policies and procedures within the FDA.

 

Directs ISSO's to establish, deploy, and oversee the investigation of information security breaches and assist with disciplinary , legal matters, and interface with law enforcement as required.

 

Oversees the verification of security clearances for individuals within the FDA prior to issuance of automated system access by the Office of IT Shared Services.

 

Serves as the senior representative and focal point for all matters concerning FDA IT Security.

In order to qualify for this position, applicants must possess one (1) year of specialized experience equivalent to the GS 14 grade level or equivalent band level of responsibility in the Federal Service that demonstrates competence in attention to detail, customer service, oral communication, and problem solving.  In addition,  experience which has equipped you with the particular knowledge, skill and ability to successfully perform in this position.  Specialized experience includes planning and organizing Information System Security (ISS) feasibility and impact studies, negotiating effectively with management; coordinating, developing and implementing ISS policies, procedures and monitoring compliance. Experience servicing as the senior representative and focal point for all matters concerning IT Security.  

 

GS-15 (or equivalent): individuals must have IT-related experience demonstrating each of the four competencies listed below.

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3.Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
