The incumbent of this position will serve as the Technical Advisor to the Center/Organization Records A/OC IT Director and senior IT management.  The incumbent will recommend courses of action and policies to senior management that allow the FDA and the specific Center/ORA/OC to securely meet its organizational goals.   Specifically the incumbent will:

 

Provides input into the development and maintenance of Continuity of Operations including working with the Center/Organization Records Officer and Business Leaders to determine critical records and systems that must be available to leadership in the event of a disaster.

 

Provides assistance and technical direction in contingency and disaster recovery planning for the Center/Organization and associated Applications.

 

Provides assistance and guidance in the development of system and network security plans, and Certification and Accreditation (C&A), for all Center/Organization systems, networks and applications.

 

Monitors and performs system compliance checks/tests using established network security plans/policies and reports non-compliance.

 

Works with the IT Director and the FDA ISSO, develops, manages and maintains Center/Organization security tools and representative training programs including developing a security awareness program for Center/Organization Executives to be presented at a leadership meeting once a year and provides employee security training for government employees as well as those other than Federal Employees including contractors, students, volunteers etc.

 

Directs and coordinates implementation and execution of the Security Program policies and procedures and monitors compliance with established computer security policies and procedures with the center/Organization.

 

With the direction of the FDA ISSO and coordination with the IT SOM where appropriate, establishes deploys, and oversees the investigation of information security breaches and assist with disciplinary, legal matters, and interfaces with law enforcement, as required. 

 

Ensures verification of security clearances for individuals with the he center/organization prior to issuance of automated system access by the Office of IT Shared Services.

 

Coordinates security concerns with outside providers of services and information.

In order to qualify for this position, applicants must possess one year of specialized experience equivalent to the next lower grade of GS 13 or equivalent band level of experience in the Federal service that demonstrates competence in attention to detail, customer service, oral communication and problem solving.  Specialized experience will also include providing technical, administrative, and project management leadership for an organization-wide IT Security information technology environment; designing and/or conducting analytical studies on complex IT Security program functions or processes for an IT organization; developing and interpreting policies, procedures, and strategies governing the planning and delivery of IT security services throughout an organization and integrating complex IT security systems.

 

GS-15 (or equivalent): individuals must have IT-related experience demonstrating each of the four competencies listed below.

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3.Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

 


Conditions of Employment:

Your qualifications will be evaluated and rated on the following competencies (knowledge, skills, abilities and other characteristics):

 

 

1.  Knowledge of the technology and theories of relational and object-oriented information system security functions.

 

2.  Knowledge of logical and physical database designs, advanced application systems, data element development and standardization, and information requirements.

 

3.  Skill in planning and organizing feasibility studies for advanced database system projects and/or resolving critical database problems in existing system.

 

4.  Ability to coordinate the efforts of different application project teams regarding the use of the database management system structures.
