The Cincinnati VA Medical Center is recruiting for an Operating Accountant in Fiscal Service.  Duties include, but are not limited to, the following: 

  • In the absence of the Chief, Accounting Section, assumes full responsibility for operation of the Accounting Section which operates on a double entry accrual basis. 
  • Establishes quality controls and checks and, when necessary, work measurements to ensure the highest quality of work is produced. 
  • Implements new and/or revised accounting instructions, programs, reporting procedures, recording methods and organizational structures to achieve maximum efficiency in utilizing personnel, space and equipment.
  • Prepares numerous monthly reconciliations of the various appropriations.
  • Maintains an established double entry commercial-type accounting system.
  • Notifies the Chief Accountant of all out-of-line financial situations.
  • Compiles and verifies a detailed reporting system on a timely basis with informative reports of station operations disclosing all essential financial facts.
  • Advises the Chief and Assistant Chief of Fiscal service through the Chief Accountant of any apparent violation of the Anti-Deficiency Act.
  • Serves as the technical advisor to the financial managers and station management which constitutes solving technical accounting problems.

 

Work Schedule:  Monday through Friday, 8:00 a.m. to 4:30 p.m.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

 

Time-in-grade:  Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization.  Examples of specialized experience would typically include, but are not limited to: 

  • Maintaining an established double entry commercial-type accounting system
  • Compiling, preparing, and verifying a detailed reporting system on a timely basis including informative reports  disclosing all essential financial facts of station operations
  • Advising management of any apparent violations of the Anti-Deficiency Act
  • Serving as the technical advisor to financial managers and station management which involves solving technical accounting problems
  • Alerting the Chief Accountant to all out-of-line financial situations

 

There is no educational substitution for the GS-11 level.

You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) based on your application for this position.

KSA 1 – Professional knowledge of accounting theories, practices, methods and techniques and agency regulations and guidelines

KSA 2 - Ability to analyze accounting systems to ensure integrity of data and compliance with agency regulations and guidelines

KSA 3 - Ability to maintain accounting records using a computerized system

KSA 4 - Demonstrated ability to apply, interpret, and implement accounting and financial policy, procedures, reports, legislation and regulations

KSA 5 - Ability to communicate orally and in writing on a wide range of technical and administrative matters. (special reports, position papers, legislation, regulations, justifications, testimony, briefings, and routine correspondence

KSA 6 - Knowledge of conventional accounting theories, practices, methods and techniques necessary to explore and resolve a wide variety of complex issues and problems

KSA 7 - Knowledge of appropriations law
