JOB SUMMARY:

ARKANSAS NATIONAL GUARD 

**Position based upon availability of funds, not to exceed completion of project or one year(whichever occurs first). This appointment may be extended up to a maximum of one additional year for a total of two years upon approval of the Human Resources Office.

MILITARY GRADE REQUIREMENT:  Enlisted, Not to Exceed TSgt/E-6

NOMINATING OFFICIAL:  SMSgt Regina Monk, Traffic Management Specialist

DUTY LOCATION:  189th Airlift Wing (AW), Arkansas Air National Guard (AR ANG), Little Rock Air Force Base (LRAFB), Arkansas 

MILITARY REQUIREMENTS:  This is an Excepted (Dual Status Military Technician) position that requires active membership in a compatible skill in the Arkansas Air National Guard.  Selectee must be a member of the Arkansas Air National Guard and be assigned to the 189th AW in a compatible military position in Air Force Specialty Code (AFSC) 2T0X1  Must become compatible in the AFSC within 12 months of appointment.  Must possess or be able to obtain a Secret Security Clearance. Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion).

Assists in managing, directing, developing,planning and analyzing deployment and distribution management programs.  Determines the most appropriate, efficient and economical transportation services IAW applicable cargo movement directives.  Conducts dispatch operations through planning and scheduling of vehicle operations resources to meet transportation support requirements.  Administers installation driver qualification and licensing program.  Functions as a technical advisor to all statewide and base operating officials on matters dealing with commercial movement of personnel and cargo.  Determines proper identification, marking,labeling, and special handling instruction on all shipments.  Responsible for defining augmentation requirements when called upon to expand operations to perform surface cargo deployment function during installation deployments or other surge operations.  Participates in unit assessments, inspections,installation deployment plans, deployments, and disaster preparedness exercises.  Performs other duties as assigned.

SPECIALIZED QUALIFICATION REQUIREMENTS:  Must have at least 9 months organizing and developing clear and concise written communication.

PLACEMENT FACTORS:  Applicants should demonstrate through prior experience, education and training the following:   (1) Knowledge of Traffic Management policies and procedures for shipping government freight.   (2) Knowledge of procuring military and civilian passenger travel.   (3) Ability to operate office equipment to include Cargo Movement Operating System (CMOS).   (4) Knowledge of safeguarding,accomplishing and issuing accountable transportation documents.   (5) Knowledge of 463L Pallet and Net Program to ensure proper management of assets.   (6) Completion of appropriate technical school/Career Development Courses (CDCs).

OTHER INFORMATION:

This position with the Arkansas National Guard is a Title 32 USC 709 position, not Title 5, and as such has different Reduction In Force (RIF) criteria, certain grade and promotion limitations, and no Veterans Preference. Direct Deposit/Electronic Funds Transfer of Civilian Pay is required as a condition of employment/promotion/reassignment. Initial in-processing of new employees will include enrollment procedures. Permanent Change of Station (PCS) may be authorized in accordance with Joint Travel Regulations (JTR). For those individuals at the 188th FW applying for this position, a relocation Incentive, up to 25% of a technician's basic pay, may be paid upon appointment with a 24-month Service Agreement.
