JOB SUMMARY:

The USDA Forest Service has legislative authority to recruit and fill Permanent (Career/Career-Conditional), Temporary, and Term Appointments under the USDA Demonstration Project. Under this authority, any U.S. citizen may apply.

This position is located on Modoc National Forest.  The duty station for this position will be at one of the two locations listed above. Final determination of duty station will be made by the selecting official at the time of job offer.

Position is responsible for performing work involved in natural resources planning and environmental law compliance, including the National Environmental Policy Act (NEPA).

  •  Point of contact for NEPA activities for the unit. Gathers and evaluates documents to be included into NEPA source documents.  Reviews NEPA documents and specialist reports.
  • Provides Interdisciplinary Team leadership for completing environmental impact statements, environmental assessments, and decision memos for a wide variety of natural resource management projects.
  • Develops the annual program of work for all aspects of the unit NEPA accomplishment program.  Forecasts projected financial, informational, administrative, and staffing needs based on input from all program areas. Responsible for the development, monitoring and maintenance of planning documents and action plans for all aspects of the program of work, including monitoring targets and making changes when needed.
  • Formulate various documents; decision memos, environmental assessments and environmental impact statements and related instruments. Develops subject plans for specific areas or accountability (i.e., water, soils, habitat management, etc.). Reviews and develops final documents concerning status of projects.
  • Contact for facilitating project planning between inter—and intra-agency organizations.

Bachelor's Degree:  biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. 


OR

 

Combination of education and experience with courses equivalent to a major described above, plus appropriate experience or additional education.

 

In addition to the basic requirements, the following additional education and/or experience are qualifying.  Transcripts must be provided for qualifications based on education.  Your application or resume must clearly show that you possess the specialized experience requirements. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

GS-11:  3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (coursework directly related to position being filled); one year of specialized experience equivalent to at least the GS-9 level; or an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).  Examples of specialized experience are:   Participated in natural resource management activities by making observations, gathering data, and reporting findings where information was used in environmental assessments and environmental impact statements. Served as the main point of contact for NEPA activities for the unit and the primary expert in the development and processing of NEPA documents. Formulated various documents; decision memos, environmental assessments and environmental impact statements. Served as a member or lead of an interdisciplinary team carrying out complete environmental studies and evaluations concerning a variety of resources, such as social economic, land, air, water, timber, recreation, wildlife, fisheries, and/or additional special area. Participated in developing the unit program of work for all aspects or portions of the unit-planning program, advised, coordinated, or reviewed the annual operating plans and budgets.

Applicants who meet the basic minimum qualification requirements established for the position will be placed in the Eligible category. Eligible applicants will be further evaluated against criteria for placement in the Quality category. This evaluation is based on the level of your experience, education, and/or training as determined by your responses to the Occupational Questionnaire.
