This position is located in the Office of Information Technology (OIT), Project Management Division (PMD), at the Pension Benefit Guaranty Corporation (PBGC).

As a IT Specialist in the Office of Information Technology, Project Management Division (PMD) you will:
 
Perform segments of work involving the planning, implementation, and maintenance of the Information Technology Solutions Life Cycle Management (ITSLCM) framework and artifacts, as well as the analysis of planning and integration activities for the IT business environment. Draft change management techniques (technical and organizational) to ensure currency of program processes, procedures, standards and guidelines. 
 
Utilize metrics to assess project performance, execution against plans, project and cross-program dependencies, and impacts. Assist in the delivery of training, and provide guidance and assistance in the use of processes and tools. Assist and participate in PMD-led program/project management forums.

SPECIALIZED EXPERIENCE: One year of specialized experience at or equivalent to the GS-11 grade level in the Federal service utilizing industry best practices (e.g. Project Management Institute, Software Engineering Institute’s Capability and Maturity Model Integration) to plan, maintain, and implement an IT Systems Development Life Cycle Management framework and associated artifacts.  Examples of IT Systems Life Cycle Management planning and maintenance activities include analyzing new and changed requirements; incorporating requirements within the framework; integrating internal and external processes; and developing associated artifacts. Examples of IT Systems Life Cycle Management implementation activities include organization change management, socialization, web updates, and training.

HOW YOU WILL BE EVALUATED:

 
Category Rating is being used for this position. If you meet the basic qualification requirements, we will further evaluate your resume and cover letter to determine the quality and extent to which your background (experience, education, training, etc.) relates to the following knowledge, skills, and abilities (KSAs):
 
1. Skill in applying IT systems analyses principles and techniques (e.g. IT business and technical requirements), process engineering concepts (e.g. process development and improvement), life cycle management concepts (e.g. IT Project management and Solutions Delivery methodologies and processes), and new technologies.
2. Skill in evaluating IT plans, programs, and processes and in conducting analyses of information technology business processes and operations to recommend improvements.
3. Skill in using project management methods and concepts to develop, implement, and interpret metrics for measuring and evaluating project planning, schedule, cost performance (e.g. maintaining schedule and budget) and compliance.
4. Skill in communicating orally (e.g. formal presentations, developing classroom training materials, brown-bags, etc.) to convey ideas and concepts (e.g. IT project management best practices, processes, etc.).
 
Based on that evaluation, we will place you in one of the following categories - 1) Gold; 2) Silver; 3) Bronze. If, after your application has been rated by the Subject Matter Expert, you are found to meet none of the KSAs listed above, you will be placed in the Bronze category.

The Category Rating Method does not add veterans' preference points or apply the "rule of three," but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. Preference eligibles who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent are listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher. A selecting official may make selections from the highest quality category (Gold) provided no preference eligible in that category is passed over to select a non-preference eligible in that category unless the requirements of 5 U.S.C 3317(b) or 3318(b) are satisfied.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
