The Office of Legacy Management (LM), reports directly to the Under Secretary for Management and Performance and manages the Department’s legacy responsibilities resulting from the nuclear weapons program.  The mission of the Office is to protect human health and the environment through effective and efficient long-term surveillance and maintenance; to preserve and protect legacy records and information; to fulfill the Department’s post-closure responsibilities; to implement Departmental policy concerning continuity of worker pension and medical benefits; to manage legacy land and assets, emphasizing safety, reuse, and disposition and to ensure the future protection of human health and the environment.

Duties

As a Lead Business Management Specialist you will:
GS-14  

  • Serve as a policy advisor and analyst to LM management on planning; budget and financial management; acquisition; program integration; controls and oversight; and internal risk management and mitigation.
  • Monitor and analyze operations of LM to ensure that matters vital to LM mission accomplishment are accomplished in a timely and cost-effective manner.
  • Advise and provide recommendations to LM senior management on complex, controversial and significant/substantive  PBA issues and activities to assure optimum operational effectiveness and responsiveness across LM.
  • Develop and propose recommendations to LM senior management in assigned functional areas to resolve complex problems, and recommends course of action or identifies improvements.
  • Represent the Team, the Office of Business Operations, and LM at meetings held with other DOE programs to outline viewpoints on specific policy and program resource matters.  
  • Serve as Contracting Officer Representative (COR) on one or more LM support contracts and as the primary technical monitor for all negotiated task orders in partnership with LM’s Goal Champions, 
  • Give primary technical direction to contractors; ensures Independent Government Estimates for technical scope associated with task orders are complete.
  • Provide performance metrics for identifying and measuring contractor performance award fee; makes recommendations to LM senior management concerning evaluations of contractor change notices and task order proposals for contract acceptability.

  • Provide expertise on policy and procedural interpretations and implementing actions for carrying out DOE policies and practices.
  • Oversee the launching of critical initiatives that fall within the scope of the team's activities. 
  • Conduct special reviews and prepares responses as requested by sources both internal and external to the Department, including the Secretary, other Secretarial Officers, Office of Management and Budget (OMB), or Congressional staff.  
  • Represent the Team, the Office of Business Operations, and LM at meetings held with other DOE programs to outline viewpoints on specific policy and program resource matters.
