You will serve as the Program Manager; manage implementation, maintenance and development of modification of eLearning technologies and business intelligence analysis techniques in collaboration with OCIO to support the various NCUA learning models. Collaborate with IT experts to develop and manage the master data and implement the metadata in Intranet websites to optimize the search results.

Ensure courses meet training needs of NCUA staff and develop policy and guidance and establishes standard operating procedures as directed by supervisor.

Function as the Contracting Office Technical Representative (COTR) and Draft Statement of Work (SOW) and develops bid solicitation, reviews and selects bids or procures products by evaluating contractor policies, prices, practices and procedures. Manage project funding by forecasting and formulating budgets, tracking and monitoring execution, and ensuring allocated funds are appropriately obligated within time line and fiscally legitimate parameters.

Prepare plans, programs, studies, analyses, statistical reports, and briefings to keep management informed of eLearning trends, recommended interventions and status of projects using MS Excel, Access and PowerPoint and project management software products as requested.

Maintain NCUA Learning Management System (LMS) content and informational web pages using HTML (Hyper-Text Markup Language). Maintain application user access accounts for Commercial Off-The-Shelf (COTS) portions of the LMS.

Devise and develop detailed plans, goals, objectives for the long-range implementation and administration of organizational plans. Analyze and evaluate, qualitatively and quantitatively the effectiveness of programmed operations in meeting established goals. Coordinate special and recurring activity reports to include financial data, personnel and budget integration, and incorporate data for reports and projections for use internally and externally.

Conduct internal audits to determine compliance and conformance and assure that program goals, objectives, and operations are realistic and in line with mandated and organizational goals and objectives.

Assist in the planning and coordination of conference, offsite training, and other learning and development events.

CU-13: You must have one year of specialized experience equivalent to the CU-12 (GS-12) level in the public or private sector. Specialized experience is defined as management of eLearning concepts, environments, programs and software and SharePoint development, integration and maintenance as it relates to Learning Management Systems (LMS) and other Training and Development functions. Experience must also include web accessibility and content, and responsibility for contracting duties related to procurement of training vendors and formulating, monitoring and ensuring execution of budgets within stated parameters. Must be Project Manager Professional (PMP) certified and provide certificate for PMP.

 Education may not be substituted for experience at this grade level

You must meet the qualifications for this position by the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:


  • Knowledge of training laws, rules and regulations and full range of policies, procedures and operational guidance.
  • Knowledge of contracting and budget procedures in order to solicit bids and procure training and to formulate and manage training budget.
  • Knowledge of and skill in managing and operating Learning Management Systems (LMS), other automated software and managing organizational intranet websites
  • Skill in developing written products and presentations.
  • Certification in Project Manager Professional (PMP) (Screen Out)

SALARY: Pay will be set using NCUA's Compensation policy. The salary range shown is NCUA's National Pay Rate (NPR) which includes a locality rate of 24.87 percent for the Alexandria, VA geographical area.
