JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army.

WHO MAY APPLY:

A current career or career conditional employee working for the US Army Corps of Engineers, Northwestern Division, Portland District, at the John Day Project. Area of Consideration is limited to the Organization listed. All other applicants will not be referred as there is not a true vacancy for this announcement.  Selectees will be reassigned to this Dual Rate position which will serve in the Chief Power Plant Operator capacity as required.

KEY REQUIREMENTS

MAJOR DUTIES: 

  • Makes regular and specific inspections of project areas and equipment, observing, checking and reporting and/or recording required operational data and information to the control room for station records.
  • Operates all power project equipment to prescribed standards as directed.
  • Operates gates to control flows and pool levels or to discharge debris.
  • Performs light cleaning, lubrication of equipment, and Operator-related preventive maintenance.

SCREEN OUT ELEMENTS: Qualified applicants must have the ability to lead.  This includes the ability to work in a crew and to assume responsibility for leading in the accomplishment of tasks, and usually leading only when supervisor is close at hand.  Failure to meet the screen out element will result in an ineligible rating.

- Technical practices (theoretical, precise) of Hydroelectric Power Project Operation

PHYSICAL EFFORT
Eye and hand coordination is required to operate switches and controls. Job requires extensive walking, standing, and climbing vertical and inclined ladders and stairs. Is required to operate large valves, apply servolocks, lift deck hatches and other jobs requiring pulling or turning force. Lifts and carries equipment and supplies frequently up to, and occasionally over, 45 pounds. Work requires prolonged standing, walking, climbing, bending, stooping, twisting, pulling, pushing, and kneeling.

WORKING CONDITIONS
Works on a rotating shift, inside, in well-lighted work area. Works outdoors for short periods with exposure to climate extremes. Occasionally works in proximity to high voltages and currents. Incumbent is often exposed to equipment and machinery noises, and is subject to the discomfort of wearing safety equipment such as hardhats, ear plugs, and respirators. Must wear appropriate safety equipment and protective clothing, and successfully complete and maintain all occupational health requirements.
