Immigration and Customs Enforcement is the principal investigative arm of the U. S. Organizational Location: This position is located in the Department of Homeland Security, Immigration and Customs Enforcement, Homeland Security Investigations, SAC San Francisco, CA. 

  • The ICE Homeland Security Investigations (HSI) directorate is a critical asset in the ICE mission, responsible for investigating a wide range of domestic and international activities arising from the illegal movement of people and goods into, within and out of the United States.
  • HSI investigates immigration crime, human rights violations and human smuggling, smuggling of narcotics, weapons and other types of contraband, financial crimes, cybercrime and export enforcement issues.  HSI special agents conduct investigations aimed at protecting critical infrastructure industries that are vulnerable to sabotage, attack or exploitation.
  • In addition to criminal investigations, HSI oversees the agency's international affairs operations and intelligence functions.  HSI consists of more than 10,000 employees, consisting of 6,700 special agents, who are assigned to more than 200 cities throughout the U. S. and 47 countries around the world.
  • HSI conducts criminal investigations against terrorist and other criminal organizations who threaten national security.  HSI combats worldwide criminal enterprises who seek to exploit America's legitimate trade, travel and financial systems and enforces America's customs and immigration laws at and beyond our nation's borders.

As an Intelligence Research Specialist you will perform the following duties: 

  • Utilize a wide variety of research sources;

  • Direct liaison to develop an intelligence base of information from which to draw inferences and summaries;

  • Prepare reports, assessments, materials for publications, statistical summaries and other material concerning program operations;

  • Provide forecasts of the level and types of activities that impact the law enforcement communities;

  • Provide briefings to law enforcement and intelligence officials on techniques and procedures involved in research and analysis activities.

You qualify at the GS-09 level if you possess one (1) year of specialized experience performing duties such as: 

  • Providing assistance to senior specialists in the collection of intelligence information to identify trends, patterns, profiles, estimates and studies;

  • Reviewing data, research and analysis to develop and produce intelligence products;

  • Assisting in the implementation of intelligence collection plans by carrying out specified portions or segments of specific projects;

  • Processing and evaluating volumes of intelligence information from a variety of sources;

  • Identifying and recommending solutions to analytical problems;

  • Disseminating intelligence products using prescribed methods. 

You qualify at the GS-11 level if you possess one (1) year of specialized experience performing duties such as:

  • Processing/evaluating intelligence information and identifying/recommending solutions to a wide range of analytical problems;

  • Analyzing intelligence data from a variety of sources to develop trends/patterns/profiles/estimates/studies;

  • Preparing preliminary/finished intelligence products and disseminating the products to the appropriate officials;

  • Participating in liaison activities;

  • Ensuring that intelligence data is properly classified/stored/handled in accordance with pertinent directives.

You qualify at the GS-12 level if you possess one (1) year of specialized experience performing duties such as:

  • Applying (and modifying, if necessary) established intelligence practices to specific problems which involve variables;

  • Preparing intelligence reports/collection manuals/instructions to field collectors;

  • Evaluating incoming reports/information;

  • Making agreements/commitments at meetings and conferences in accordance with previously received instructions;

  • Performing liaison functions with other organizations, including effectively presenting the organization's needs and establishing harmonious working relations with counterparts.

Substitution of Education for Experience:

In lieu of experience you must meet one of the following to qualify for a GS-09 position:

You may substitute successful completion of a master's or equivalent graduate degree, 2 full years of progressively higher level graduate education leading to such a degree, or a L.L.B/J.D. degree for the experience required at the GS-9 level.  This education must have been obtained from an accredited college or university.  Check with your school to determine how many credit hours comprise two years of graduate education.  If that information is not available, use 36 semester hours or 54 quarter hours.

In lieu of experience you must meet one of the following to qualify for a GS-11 position:

You may substitute successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M, if related, in an accredited college or university for experience required at the GS-11 level.  This education must demonstrate the skills needed to do the work.  One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study.  If that information cannot be obtained from the school, 54 semester hours or 81 quarter hours should be considered as satisfying the 3 years of full-time study requirement.

Combining Education and Experience:

Combinations of graduate education and experience may be used to meet total qualification requirements for the GS-09 grade level. If your education is currently described in quarter hours, convert them to semester hours by multiplying by 2/3rds. To combine education and experience, first take the number of semester hours earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours. Then take the number of months experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify.

Combinations of graduate education and experience may be used to meet total qualification requirements for the GS-11 grade level. Time in Grade: Current Federal employees must have served 52 weeks at the next lower grade in the Federal service.  Time in grade requirements must be met by the closing date of this announcement. 

Probationary Period: This is a full-time permanent position (Career/Career-Conditional appointment).  Upon appointment to this position, you may be required to serve a one-year probationary period.

HOW YOU WILL BE EVALUATED:

We will review your resume and supporting documentation to ensure you meet the basic qualification requirements.  If you meet the minimum qualifications, your experience, education and training will be rated using an Assessment Questionnaire.  The questions are related to the following fundamental competencies (or Knowledge, Skills, and Abilities) needed to perform the duties of this job: 

  • Knowledge of Federal laws, regulations, precedent decisions, policies, and procedures;

  • Skill in the use of investigative and detection techniques and procedures from automated databases;

  • Ability to analyze and evaluate intelligence information;

  • Ability to communicate orally and in writing. 

Based on your responses, you will receive a score from the Assessment Questionnaire between 70 and 100.  Those applicants who score the highest will be referred to the hiring manager and may be called for an interview.
