This position is located in a State Human Resources Office servicing both Army (ARNG) and Air National Guard (ANG) full-time personnel. The purpose of the position is to serve as a human resources advisor and technical specialist for employee relations, employee benefits, performance management, and compensation. Utilizes advanced knowledge of a variety of human resources management functions in coordination actions for these programs. Oversees or accomplishes work through the use of a variety of automated personnel systems and programs.

(1) Provides comprehensive human resources management advisory and technical services for assigned organizations. Responsible for providing overall advice and assistance on a wide range of employee relations matters. Advisory and technical services involve a wide range of personnel actions that are often sensitive and extremely difficult in nature. As a subject matter employee relations, employee benefits, and performance management expert independently resolves difficult issues/problems requiring consideration of the total personnel management system.

 

(2) Serves as the state's principal advisor and consultant to key management and employees on the full range of employee benefits. Manages, Administers and provides advice on such programs as life and health insurance, leave, Thrift Savings Plan (TSP), Civil Service Retirement System (CSRS), Federal Employees Retirement System (FERS), Long Term Care, and the Federal Employees Compensation Act (FECA). Counsels' personnel on such matters as pre-retirement, obtaining professional health/mental assistance, leave usage and situations of potential FECA abuse. Conducts program analyses to determine compliance with laws, regulations and policies. Advises management on potential program problems or abuses. Provides advice, guidance and interpretation of Office of Personnel Management (OPM) and National Guard Bureau (NGB) regulations to managers and employees.

 

(3) Administers and provides advice on performance management systems, the incentive awards and suggestion programs. Develops new or modified local procedures to improve the various programs effectiveness for managers and supervisors in support of the agency goals. Reviews performance standards and appraisals for regulatory compliance and analyses for trends and problem issues such as disciplinary, impact on employee morale, supervisor/managers responsibilities and legal implications. Provides coaching and counseling to managers and supervisors on performance issues such as performance improvement plans, recognition techniques and feedback on establishment of critical elements and standards. Develops administrative strategies and ensures compliance with regulatory requirements for managers/supervisors on performance-based issues. Participates as a strategic partner to resolve performance problems. Ensures employees and management's due process rights are understood and procedures are followed. Serves as the HRO coordinator and subject matter expert on performance based actions. Initiates and accomplishes coordination with other HRO Specialists, NGB, Hearing Examiners, Union representatives, management and employees on performance based appeals. Assists the HRO Specialists and managers with Reduction-in-Force actions.

 

(4) Program Manager for the Incentive Awards Program. Administers the awards program involving monetary and non-monetary recognition. Develops and provides managers and supervisors with guidance on program procedures. Maintains and monitors a tracking system to evaluate and provide management with reports of statistical information pertaining to status, financial impact, types and numbers of awards. Reviews requests to ensure ratings and justifications for recommendations meet regulatory requirements. Conducts reviews to promote the effectiveness of the program and its goals.

SPECIALIZED EXPERIENCE: NOTE: THIS IS A CAREER DEVELOPMENT POSITION GS-0201-09/11 POSITION.  Must possess at least 24 months of specialized experience, education, or training involving the administering, delivering, maintaining, advising, and adapting basic concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements of the National Guard.
