This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS).  The GG-15 duties for the "Supervisory/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level.  The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

Duties:

 

  • The primary purpose of this position is to serve as a Deputy Financial Analyst in support of the National Reconnaissance Office (NRO), Signals Intelligence (SIGINT) Directorate Chantilly, Virginia. Reviews and assess the of cost and schedule performance of all SIGINT Directorate programs. Assessments are generated using performance management tools and techniques such as earned value management (EVM), cost performance reports (CPRs) and contract funds status reports (CFSRs).

  • Reviews and approves budget estimates for new or existing initiatives and reviews independent cost estimates for consistency, methodology and credibility. Identifies resource trade-offs within the SIGINT Directorate and makes recommendations to the SIGINT Director with solutions to resource allocation issues.

  • Responsible for all SIGINT financial execution activities. Creates, modifies, approves and implements SIGINT financial processes and procedures, assesses processes to indentify changes to gain efficiencies, and approves the allocation of Directorate funding and financial ceilings.

  • Oversees the review and assessment of analyses of a wide range of complex information from multiple financial systems and areas of responsibility (IFMS, BERT, SAP, and IMPAC card billing statements); resolves complex problems, discrepancies, and errors in financial data and/or finance systems; and approves corrective actions to ensure that data integrity is maintained.

  • Performs supervisory personnel management responsibilities. Provides and seeks performance feedback and proactively takes steps to pursue formal and on-the-job training to maintain and improve job performance, skills, and knowledge. The incumbent reviews organization mission, functions and manning; identifies requirements; and initiates requests for additional resources to ensure success in meeting goals and objectives.

ADDITIONAL INFORMATION:  This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS.  This position is in the Excepted Service.

Specialized Experience:

Your resume must reflect experience at the next lower qualifying pay band or equivalent grade under the General Schedule (GS/GG) pay system or other pay systems, demonstrating quality in the knowledge, skills, abilities and competencies to meet the requirements of this position. Knowledge of multiple facilities and services including finance, accounting, budget, cost analysis, and management functions. Knowledge of OMB, congressional, and agency financial management and program objectives, budget precedents and controls, guidelines and regulations.   3. This position has been designated a Mobility position and requires that the incumbent sign a mobility agreement (AFI 36-202). Incumbent is required to be mobile and may be reassigned to any other position for which qualified without a change in grade, reduction in rank, or compensations, at any geographic location where operating locations (OL) are established.

  4. This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

  5. Incumbent may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
