This position is located in the Finance and Accounting Section, Office of Business Enterprises, Partnerships and Outreach Programs, Library Services.
The purpose of the Office of Business Enterprises is to support the Library’s programs, foster awareness of the Library, and facilitate access to its collections by providing strategically targeted products and services that expand the Library's core capabilities. In doing so, the Office of Business Enterprises will provide Library Services the means to act as a cohesive unit in related business areas, improving efficiency, reducing costs, and better leveraging partnerships, all to the benefit of the Library's mission, its outreach, and its services to the public.

The incumbent works under the general supervision of the Section Head, Finance and Accounting (F&A). The incumbent serves as the Senior Operating Accountant and is responsible for contributing to the sound financial management of Business Enterprises (BE) revolving fund and offsetting collection programs. The incumbent is responsible for examining, analyzing, and interpreting accounting data, records and reports and assisting management on accounting and financial management matters. The incumbent performs professional work in clarifying and evaluating financial data and records transactions in financial records. The incumbent prepares and analyzes financial statements, records, and reports in support of Business Enterprises.  The work requires professional knowledge of theories, practices, methods, and techniques of  accounting.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position will work a flextime work schedule.

This is a non-supervisory, bargaining unit position.

Duties

Independently monitors the status of funds for all Office of Business Enterprises (BE) revolving funds and offsetting collections, ensuring requests for obligations and expenditures of funds are in compliance with the Federal Accounting Standards (FAS) and the Library of Congress regulations and directives. Utilizes the Library's financial system and BE's internal enterprise system.

Responsible for BE’s cash control reconciliation between the Library's financial system and BE's internal enterprise system for all lines of business.

Responsible for preparing various weekly, monthly, quarterly, and annual sales reports by established deadlines, including comparisons to prior years for all lines of business.Independently prepares annual budget for management review based on prior year spending and strategic plan for all lines of business. Ensures documents are consistent with budget policy and procedures and incorporates all necessary information. Monitors the budget to ensure spending is based on budget authority and the strategic plan, and prepares reports. Ensures the funds maintain adequate available cash flow and carryover balances at all times for all lines of business. Ensures that current and future year budget plans are based on spending and strategic plans, trends, and cost price index adjustments based on established budget formats and templates.
