The Federal Railroad Administration (FRA) promulgates and enforces rail safety regulations; consolidates government support of rail transportation activities; administers financial assistance programs; conducts research and development in support of improved railroad safety and efficiency, and national transportation policy, including improved intercity passenger service.

The available position is in the Federal Railroad Administration’s (FRA) Office of Passenger and Freight Programs.  The position is located in Chicago, Illinois. S/he serves as a Project Manager, providing project management expertise to FRA and Department of Transportation (DOT) offices, States, railroads and other FRA stakeholders in the context of publicly sponsored programs to achieve the vision of a 21st-century rail network.

Among many other important duties, the prime focus of the position is providing project management guidance, oversight, training and technical assistance to FRA’s High Speed Intercity Passenger Rail (HSIPR) grantees within major HSIPR corridors (i.e., Chicago-St. Louis and Chicago-Detroit.  The position will lead FRA’s coordination and oversight of construction, and should be knowledgeable on the project management life-cycle, including: efficient systems planning and development, satisfaction of environmental requirements, acceptable project design and engineering, construction oversight principles, and construction adherence to scope, schedule and budget.  The position will serve as a member of one of FRA’s multidisciplinary teams of technical experts responsible for supporting primarily state-based efforts to ensure successful delivery of FRA funded projects within a geographically based portfolio.
The ideal candidate for this position is a mid-level professional who can function independently and demonstrate leadership in team environments. You should have experience in project management and construction oversight of transportation programs, ensuring adherence to scope, schedule and budget. You should also have strong analytical and communication skills, knowledge in the area of freight and intercity passenger rail transportation, and experience working on multi-disciplinary teams. 
This position is telework eligible and the selectee may be eligible for full-time, regular (at least 1 day per pay period, ad hoc (on a supervisor approved intermittent basis) or emergency telework in accordance with FRA’s Telework Policy (FRA Order 3600.3b) and implementation plans. 


Below are examples of the type of responsibility the Transportation Analyst (Project Manager High Speed Rail) has.  This is not an exhaustive list.

  • Provides direct Federal oversight and monitoring of construction activities for assigned HSIPR corridor program(s) in accordance with FRA’s monitoring program
  • Uses project management methods and tools to ensure steady work flow, risk mitigation, maximum production, compliance with deadlines and Federal grant requirements, and overall efficiency of project delivery.
  • Participates on a multidisciplinary team of technical experts responsible for providing technical assistance, technical reviews, monitoring, evaluations and approvals to primarily state-based efforts to ensure successful delivery of assigned HSIPR corridor program(s).
  • Regularly and effectively communicates to FRA leadership and multidisciplinary regional team on project status, project issues and the benefits of completed projects within corridor program
  • Is responsible for carrying out delegated responsibilities for the technical and fiscal oversight/management of assigned HSIPR corridor program(s).
  • Advises on the quality of rail proposals and contributes to the development of a recommended position for FRA including understanding and applying the requirements of FRA guidelines, other applicable Federal guidelines, legislation and the Administration’s goals and objectives.
