Medical Support Assistants (MSA) positions serve as a Clinic Clerk and is a foundational role within the VHA Patient Aligned Care Team (PACT) initiative.  Patient care is delivered in a team based model known as the teamlet.  Members of the teamlet include the MSA, a Registered Nurse Care Manager, a License Practical Nurse/Licensed Vocational Nurse and a Primary Care Provider.  The teamlet provides the majority of the health care needs for an assigned panel of patients.  the teamlet works collaboratively with other members of an expanded health care primary care team including pharmacist, social worker, dieticians, behavioral health staff, etc., to provide a robust interdisciplinary approach to care.  Important interfaces and collaborations also occur with larger health care system providers including VA and non VA specialist, hospitals, diagnostic and treating facilities, and community based programs.

      Cancels

      Reschedules patients' appointment and/or consults

      Enters no-show information

      Monitors the electronic wait list

      Prepare for clinic visits

      Monitors outpatient appointments for areas of responsibility

BASIC REQUIREMENTS:   

  • U.S. citizenship.  Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.  
  • MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3J

GRADE DETERMINATIONS:


GS-4 MSA


Experience or Education. One year of experience in clerical or office work or two years of education above high school.

Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate the KSAs below:


1. Ability to meet, communicate and interact with individuals from varying backgrounds and other healthcare team members in a courteous and helpful manner in order to complete job assignments.


2. Ability to use various types of office automation equipment and software.


3. Ability to set up, organize, and maintain record systems.


GS-5 MSA


Experience or Education. One year of experience equivalent to the next lower grade level or 4 years of education above high school.


Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate the KSAs below:


1. Ability to operate computerized programs and databases in order to enter, modify and retrieve sensitive information/data into or from electronic medical records, scheduling systems and/or reports.


2. Knowledge of basic medical terminology.


3. Ability to make appointments in a clinical setting.


4. Ability to work independently in the accomplishment of a wide variety of duties, including setting priorities and coordinating work.


5. Ability to communicate effectively and professionally with employees at varying grade levels.


6. Ability to identify customer's concerns, perform the tasks required to resolve the issue accurately and timely, and follow-up as necessary to ensure a satisfactory resolution.


SPECIALIZED EXPERIENCE FOR GS-4 LEVEL:

One year of experience in clerical or office work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position.


SUBSTITUTING EDUCATION FOR EXPERIENCE AT THE GS-4 LEVEL: To meet the required specialized experience for the GS-4 level, applicant may substitute 2 years of education beyond high school.


SPECIALIZED EXPERIENCE FOR GS-5 LEVEL:


One year of experience equivalent to the next lower grade level. To be creditable, the experience must have demonstrated the knowledge, skills, and abilities (KSAs) associated with current MSA responsibilities. Experience satisfying this requirement may be paid/non-paid employment as a MSA.


SUBSTITUTING EDUCATION FOR EXPERIENCE AT THE GS-5 LEVEL: To meet the required specialized experience for the GS-5 level, applicant may substitute 4 years of education beyond high school.

 

SPECIALIZED EXPERIENCE: Examples of specialized experience includes, but is not limited to: scheduling, canceling, re-scheduling patient’s appointments and/or consults; preparing for clinic visits; and monitoring appointments for areas of responsibility.

PHYSICAL REQUIREMENTS:  The work is basically sedentary, but a great deal of moving to all parts of the Community Based Outpatient Clinic (CBOC) is required since the incumbent will be working with a variety of clinical and administrative services. Other physical demands include reaching, bending, stretching, and carrying light loads of supplies, near vision correctable at 13” to 16”; hearing (aid permitted).
