This position is located in the Department of Policy and Evaluation.  The mission of the Policy and Evaluation Department is to provide management oversight for the development and implementation of policy and best practices related to country eligibility, economic analysis and monitoring and evaluation, knowledge management and policy reform.   DPE manages the MCC's Threshold Program and formulates strategies that leverage MCC impact with foundations; international donors and other U.S. Government agencies.

As a Program Officer/Senior Program Officer (Monitoring & Evaluation), you will:  

  • Assist with the management of DPE's programs, information systems and operation.
  • Conduct outreach with government officials on techniques for measuring and evaluating program implementation, with particular emphasis on the Middle East and Francophone Africa.
  • Monitor trends and best practices in development research and practice.
  • Develop and manage independent evaluation contracts.
  • Support the use of appropriate evaluation methods to enhance MCC's ability to improve implementation, document impacts, and learn what broader lessons should be drawn from the experience;
  • Ensure consistency in MCC's overall monitoring and reporting strategy vis-à-vis MCC's senior management, Board, and USG partners.
  • Provide technical support, advice and guidance to country teams on issues related to the definition, measurement, and quality control of project performance indicators;

To qualify for pay band 4b  level you must meet the following:

 

Have at least one year of specialized experience equivalent to the MCC Pay Band 4c or GS-11 (or equivalent non-federal work experience). For this position, examples of specialized experience include: monitoring and evaluating international development program/projects; constructing and managing databases of information related to tracking the results of development projects; conducting research involving program/project issues and preparing summaries; acting as liaison with individuals and groups both inside and outside an organization regarding program and organizational matters; and preparing a variety of written documents, such as staff papers, status reports, or policy recommendations.  (NOTE: This experience MUST be well documented on your resume or application).
 
To qualify for pay band 4a level you must meet the following:

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

  1. Knowledge and experience with standard data collection and analysis systems, particularly statistical analysis software, such as STATA or SAS, and cooperative work sharing software, such as Sharepoint.
  2. Knowledge of methods to develop and improve monitoring and evaluation strategies for international economic development programs. 
  3. Knowledge of macroeconomics and microeconomics, as applied to international development. 
  4. Knowledge of data collection methodologies/surveys.
  5. Oral and written skills to work effectively with institutions in partner countries to develop their monitoring and evaluation strategies.
