Location: This position is located in Denver, Colorado working with the Small Business Administration, Denver Finance Center, Procurement Acquisition Division.  The incumbent must have a comprehensive and expert knowledge and understanding of procurement regulations, policies, procedures, and practices.

Travel and Relocation: Travel and relocation expenses will NOT be paid.   (Any travel transportation and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected Candidates.)

You will serve as a Supervisory Contract Specialist and your duties will include the following: 

  • Supervise a Contract Operations Team.
  • Makes determination on appropriate contract type, pricing provisions, selection of source, acquisition method, determinations and findings, documentation, clarity of contract terms, propriety of cited funds and needs for issuance of unpriced contractual documents.
  • Advise management and contracting officers on matters pertaining to contracting policies and procedures.

QUALIFICATIONS:

GS-14:  Four (4) years of experience planning, organizing and reviewing work in a contracting or related field, including one year of specialized experience equivalent to at least the GS-13 grade level in the Federal service experience in evaluating or implementing contracting programs; OR leading or supervising contracting professionals providing contracting services for the acquisition of a wide range of supplies, services (professional and non-professional), and/or construction; OR contracting experience that demonstrated the ability to perform the full range of highly complex pre-award and post award activities utilizing a variety of types of contracts and evidence of professional potential, business acumen, drive for results, relationship building, and self-motivation in order to procure supplies, services, or construction associated with an organization

In addition to the specialized experience requirements listed above you must also have successfully completed ALL of the mandatory training course requirements to obtain a Certificate Level II in order to be considered eligible to apply.  Additional information can be found at www.fai.gov/drupal/node/91. You MUST submit your Level II certification with this application or you will be rated ineligible for consideration.  This position does require that you have a LEVEL III Certification and you will be required to take and complete the required course work for the Level III Certification within 24 months of starting this position if you do not already have it.

You MUST submit a SF-50 documenting your series occupied on or before January 1, 2000 or you will be rated ineligible for consideration.

TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled


EDUCATION: 

In addition to the specialized experience requirements you must have completed a four (4) year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

If you do not meet the required education requirements listed above you must have occupied a position in the GS-1102 series on or before January 1, 2000. You MUST submit a SF-50 documenting your series occupied on or before January 1, 2000 or you will be rated ineligible for consideration.

The occupational questions relate to the following Knowledge, Skills and Abilities (KSA's) required to do the work of this position:

1.  Knowledge of procurement policy and acquisition operations.

2.  Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency and productivity of technical programs.

3. Ability to complete a variety of procurement packages based on a wide variety of acquisition/procurement requirements.

5. Knowledge of and ability to track contracts that require performance assessment reporting.
