This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS).  The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level.  The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

Duties:

 

·         Serves as the technical lead and principal analyst (PA) for the Unmanned Aerial Vehicle (UAV) C2 and data link team which provides data link architecture and future trend analysis.  Interfaces with the intelligence and acquisition communities and identifies requirements that solve diverse customer requirements.

·         Responsible for initiating and facilitating collaborative analytical efforts within NASIC and the intelligence community.  

·         Leads multi-disciplined team on projects with DoD visibility; e.g. responding to time sensitive requests for information (RFI), producing all-source intelligence documents, and lead/train junior analysts.

·         Represents NASIC at various Air Force, DoD, national and international meetings, conferences, and committees to brief the threats associated with UAV C2 and data links.

·         Performs independent research and analysis of multi-source intelligence information on foreign C2 systems to form comprehensive system threat assessments covering, characteristics, capabilities, limitations, effectiveness and vulnerabilities.

 

ADDITIONAL INFORMATION:  This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS.  This position is in the Excepted Service.

Specialized Experience:

Applicants must possess one year of specialized experience at the next lower qualifying pay band or equivalent grade under the General Schedule (GS/GG) pay system or other pay systems.  To be creditable, your resume must

further reflect specialized experience, demonstrating quality in the knowledge, skills, abilities and competencies to meet the requirements of this position.    Examples of creditable experience include: Knowledge of the principles, concepts, and methodology of UAV C2 gained through job experience or specialized training to permit independent research and analysis on foreign UAV C2 activities; and ability to characterize UAV C2 systems by design, function, capabilities, limitations, and vulnerabilities.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 

1.    Knowledge of the principles, concepts, and methodology of UAV C2 gained through job experience or specialized training to permit independent research and analysis on foreign UAV C2 activities; and ability to characterize UAV C2 systems by design, function, capabilities, limitations, and vulnerabilities.

2.    Knowledge of organization, mission, and function of the US intelligence community with a basic understanding of US intelligence collection techniques (systems and methods) and their limitations in order to understand limitations of intelligence collection and to develop intelligence collection strategies to identify and confirm foreign C2 systems, processes, practices, doctrine, and characteristics.

3.    Knowledge of the full range of intelligence research, processing, and exploitation methods, techniques, and practices using multi-source intelligence information to capture and report intelligence information in a usable form that directly or indirectly affects national security

4.    Skill in communicating effectively with others both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes.  

5.    Skill in conducting unbiased complex research identifying appropriate available systems/data sources, and producing processing and exploitation requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

 

1.    This position is covered by the Defense Civilian Intelligence Personnel system (DCIPS), and as such will subject the incumbent to those examinations and/or tests that are necessary to obtain and retain security clearance and any special accesses required by the position in accordance with AFI 36-1101.  This position is a testing designated position and as such requires periodic urinalysis testing.  Failure to comply with any of the specials requirements when required, will subject the incumbent of this position to reassignment or disciplinary adverse actions, including demotion or removal.

2.    Position is designated critical-sensitive and incumbent requires a TOP SECRET security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

3.     This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.  Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

4.    Requires flexibility in spending extended time on-the-job on an unexpected basis both after normal duty hours and weekends/holidays to answer quick reaction tasking of support crisis operations.  Required to be available when emergency situations arise.  Must be available for immediate recall at all times consistent with the nature of the emergency situation.

5.    The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.  Destinations may include foreign countries and require contact with foreign nationals.

6.    Foreign language competency is desire.
