NATIONAL GUARD MEMBERSHIP IS REQUIRED:  This is an excepted service position that requires membership in a compatible military assignment in the National Guard.  Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment.  Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

 

This position is located in the Deputy Chief of Staff Logistics (DCSLOG) G4, Distribution Management Division, Supply and Services Branch, Aerial Delivery Logistics Facility (ADLF), Army National Guard (ARNG). The primary purpose of this position is to perform a multi faceted broad spectrum of aerial delivery functions, necessary for management of day-to-day aerial delivery operations. This includes, but is not limited to, airdrop and airdrop inspections of equipment and personnel, rigging responsibilities, unit deployment training, personnel and cargo manifesting, Joint Inspection, load planning, determining cargo/personnel eligibility, directly responsible for safe and efficient loading/offloading of DOD-owned and controlled aircraft. Support sometimes included aerial delivery support of non-DoD agencies.

APPOINTMENT FACTORS:  This is an Indefinite Dual Status (Excepted Service) Enlisted position only.

 

The man-year for this position is obligated to a Technician on military duty. Selectee may be displaced upon return of the incumbent or selectee may be converted to Permanent appointment if the incumbent does not request reemployment. (1) Inspects a variety of airdrop equipment such as parachutes, multi loop lines, extraction force transfer coupling, latch assembly coupling, cable assembly coupling, actuator assembly, release cargo parachute M-1, lanyard arming wire, connector parachute, timer delay assembly, link lower suspension, link assembly single suspension type IV, link assembly heavy duty, link 4 point, parachute release single knife, bracket suspension, and tie down cargo release.

 

(2) Prepares and conducts inspections of sling load equipment and sling load operations. Performs duties as inspector testers, pack-in-process inspector and final inspector. Performs initial inspection on all parachutes, textile and non-textile components, and airdrop containers.

 

(3) Performs prioritized airdrop inspections, sequential work is determined, and pertinent ARs, TMs, FMs and DA PAMs have been reviewed. Independently performs assignment as the Aerial Delivery Logistics Facility (ADLF) when the supervisor is not present.

 

(4) Rigs and prepares unilateral airdrop training loads to include type V or other airdrop platforms for airdrops. Fabricates container delivery systems loads, skid boards, and other associated airdrop items. Received, unpacks and inspects unit parachutes.

 

(5) Performs drop zone control operations as Drop Zone Safety Officer. Conducts weather observations, wind speed, direction determination, marking drop zone with navigation aids and timing points, establishing and maintaining air to ground and point to point radio communications, relaying information to aircraft and the Rang Control Officer.

 

(6) Formulates, implements, and documents programs to train Airborne unit commanders in support of Aerial delivery deployment functions to ensure effective and efficient operations of unit deployment processes.

 

(7) Provides subject matter and technical expertise on air transportation and aerial delivery operations to the Division, Brigade, Group, Battalion, and Company CDRs. In certain cases, service member will provide subject matter and technical expertise to sister services.

 

(8) Ensures airborne personnel and cargo for transport by air meet proper specifications to maximize safety of aircraft, aircrew, cargo, and passengers.

 

(9) Serves as the Commander's Subject Matter Expert (SME) for orchestrating daily and long-range utilization of the aerial delivery systems to ensure accomplishment of assigned missions as well as support for future missions and deployment operations.

 

(10) Inspects cargo for airlift to verify eligibility and ensure proper documentation, packaging, and marking in accordance with applicable DOD directives.

QUALIFICATION REQUIREMENTS: To be qualifying, experience must have been progressively responsible with increasingly difficult and complex duties. Experience must have been at the next lower or second lower grade or its non-federal equivalent.

 

GENERAL EXPERIENCE: Experience or training which demonstrates the knowledge of equipment and practices associated with the type of work to be done.

 

SPECIALIZED EXPERIENCE: WG-10 must possess at least 18 months of specialized experience in extensive repairing, modifying, altering, making, inspecting, and testing fabric equipment, clothing or other articles. Experience in accomplishing operations such as measuring and fitting in confined space or altering patterns to solve individual fitting problems. Experience which demonstrates the ability to plan and forecast materials needed by knowing the characteristics of the fabric. Experience in performing work based on very vague, general or incomplete instructions. Experience in the Aerial Delivery Operations and functions sufficient to plan, coordinate, facilitate, and expedite on-time movement of personnel, and airdrop cargo in accordance with applicable rules and regulations. Must possess skills and knowledge required to be certified in order to inspect, test, and perform quality assurance with 100% accuracy on all life support systems; Joint Air Inspection (JAI) and Jump Master (JM) qualifications/currency to identify through prescribed inspection processes to eliminate malfunctions that may affect the safety of aircraft/personnel, to ensure a safe and proper drop of personnel and airdrop load from aircraft, and to insure items offered/accepted for transport air meet proper specifications. Experience to handle, process, and ensure compatibility to hazardous materials being transported on aircraft. 

 

WG-8 must possess at least 12 months of specialized experience or training in repairing, modifying, altering or making fabric equipment, clothing, or other articles. Experience in the use of common hand tools and a wide variety of measuring devices such as flexible measuring tapes, rulers, protractors, and templates. Experience which demonstrates the ability to plan lay out patterns and match material. Experience in performing work on the basis of written oral instruction and by interpreting blueprints, sketches, technical orders and manuals. Experience which demonstrates an applicant's ability to learn the Aerial Delivery Operations and functions sufficient to plan, coordinate, facilitate, and expedite on-time movement of personnel, and airdrop cargo in accordance with applicable rules and regulations. Experience to handle, process, and ensure compatibility of hazardous materials being transported on aircraft.

MILITARY REQUIREMENTS:  Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

 

MILITARY GRADES:  Maximum Military Grade E6; Minimum Military Grade E4; Military grade inversion within the full time work force is not permitted.  The military grade of the full time supervisor must equal or exceed the military grade of the personnel supervised.

 

Compatible Military Assignments: Enlisted -  92R - Completion of the Basic Airborne Course and the Parachute Rigger Course is required for award of this MOS.

 

Individual does not have to be currently assigned to one of these career fields to be considered for this position; however compatibility requirements must be met prior to appointment to the position.

 

NOTE: The following requirements must be completed:

Hazmat certification within 6 months of employment and recertification every two years.

Must complete the Joint Airdrop Load Inspector course within one year of employment.

Must be able to pass annual Pulmonary Function Test (PFT) in the event respirator is required for incidents or spill response.

Personnel will be required to have a Secret security clearance within 1 year.

Must have valid state and military drivers license.

 

School qualification/currency as a rigger/parachute packer knowledgeable of proper rigging procedures and ability to rig loads for airdrop to include preparation/packing, and repair of parachutes utilized for these drops.

 

IAW AR 750-32 and AR-59-4 must maintain specialized skill, qualification and airborne current to plan and execute aerial delivery operations in a safe, efficient manner in order to prevent serious bodily harm and or death.

WHAT TO EXPECT NEXT:

Once the online questionnaire is received you will receive an acknowledgement email that your submission was successful. After a review of your complete application is made, you will be notified of your rating and or referral to the hiring official.  If further evaluation or interviews are required you will be contacted.

 

Qualified candidates are referred to the selecting official in the following order:

  1. Fully qualified Area 1 applicants. (current NE National Guard bargaining unit technicians)
  2. Fully qualified Area 2 applicants.
  3. Fully qualified Area 3 applicants.
  4. All trainee qualified applicants.
