Major Duties:

  • Serves as Director, Integrated Cost Analysis Teams (ICAT) at a Contract Management Office (CMO), interacting the other CMO managers and supervisors as well as with contractor officials relating to pricing major systems contracts.

  • The Integrated Cost Analysis Team (ICAT) is responsible for planning, managing, supervising, and leading the activities of employees who provide pricing and technical assessment, in-depth analyses, and negotiation recommendations within a resident Contract Management Office (CMO) overseeing Major Defense Acquisition Programs.

  • Interacts with other CMO managers and supervisors as well as with contractor officials to identify, coordinate and resolve issues crossing organizational lines.

  • Monitors negotiations with the contractor involving rates and settlement of prices for unpriced orders under basic ordering agreements.

  • Provides overall leadership to the team; performs all the supervisory responsibilities throughout subordinate team leaders and serves as part of a team of managers representing all major acquisition functions.

Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-13).   Specialized experience is defined as: Experience analyzing contractor surveillance reports; evaluating price and cost proposals; negotiating cost elements; developing technical reports; applying contracting regulations; implementing engineering policies and guidance; and leading teams comprised of multiple engineering disciplines and Cost and Price Analysts.

BASIC EDUCATION REQUIREMENTS (Engineering Series):

A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B.      Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

·      The experience described in your resume will be evaluated and screened for the Office of Personnel Management's basic qualification requirements, and the knowledge, skills, and abilities needed to perform the duties of this position as described in this vacancy announcement. ·      This is a Defense Acquisition, Logistics and Technology Workforce position.  Selectees must meet position requirements for certification at Level III within 24 months of entrance on duty.
