The Assistant Deputy Chief Information Officer (ADCIO), Project Management Service is a full time position that reports to the Deputy Chief Information Officer, Product Development.  This position is located at one of the following locations:  Albany, NY; Bay Pines, FL; Eatontown, NJ; Washington, DC; Salt Lake City, UT; Oakland, CA; or Birmingham, AL, within Project Management Service, Product Development (PD), Office of the Assistant Secretary for Information and Technology (AS/IT) and is responsible for the policy, planning, and oversight of Department-wide information technology development.  The ADCIO PM works with a virtual workforce and matrixed government resources.  Some permanent staff are assigned with staffing requested and assigned from a competency-based organization, based on project needs.  The ADCIO for Project Management Service is a Senior Executive responsible for the program supporting all IT development activities in support of veteran's health, benefits, and corporate applications and crosscutting "One-VA" programs of the Department.  The ADCIO is responsible for overseeing and facilitating a program of solution and application development as part of the VA-wide initiatives of PD.  The ADCIO is tasked with improving the effectiveness of program operations and assisting line and staff organizations in the performance of their IT missions.


VA structures its SES positions into pay bands. This is a pay band 3 position and the salary range is $119,554 - $165,300. Exceptions to the salary cap may be considered in certain circumstances.

The Assistant Deputy Chief Information Officer, Project Management Service is responsible to the Deputy Chief Information Officer, Product Development for overseeing the development, design and implementation of technical solutions that are necessary to support veterans' health, benefits, and corporate requirements and the "One-VA" concept, including a single face to the veteran such as veteran identity management, integrated customer relationship management that will be used across the Department, and mission critical solutions for delivery of veterans' health.  The responsibilities include, but are not limited to:


·         Development of cross-cutting "One-VA" enterprise applications and upgrades to existing applications and responsible for large and complex enterprise software applications and other technology components, managing a large (100+) portfolio of software application development;

·         Provides technical direction in the management and configuration of IT development applications and software solutions, including the conceptual analysis, design, development, deployment, maintenance and enhancement of large-scale, advanced technology projects;

·         Multi-tasking, given the large number of projects and fluid customer priorities, coordinating all components of change management with Administration and Staff Office senior leaders — such as changes to Doctrine, Organization, Training, Material Solutions, Leadership and Methodology;

·         Management of resources and budget to develop cost effective alternatives for application delivery for all enterprise software systems; oversees the allocation of resources, including costing of projects through function point analysis, to ensure adequate resources are available to maintain established standards of quality and response to priority development projects; provide ongoing staff training and development as well as strategic use of partners, including government and commercial entities;

·         Develops software development policy, processing and procedure to govern systems software application development; develop procedures to ensure information application systems reliability and accessibility and to prevent and defend against unauthorized access to software application systems and data, discerning when a project is in trouble and making quick, agile decision to improve or assist a project;

·         Development and implementation of enterprise software applications that promote system, network and user adherence to enterprise security policy and procedures.

B.  Technical Qualifications

1.  Demonstrated experience developing, designing and implementing multiple concurrent Information Technology (IT) solutions for complex enterprise software applications and other technology components to improve IT infrastructure in a large, complex, geographically dispersed health services environment including multiple types of services (inpatient, outpatient, and purchased care).

2.  Demonstrated substantial experience formulating policies, goals, objectives and operational strategies, in decision making for Information Technology programs and resolving emerging problems.
