Established in 1824, Indian Affairs is the oldest bureau of the U.S. Department of the Interior.  Within the government-to-government relationship, Indian Affairs provides services directly or through contracts, grants, or compacts to 566 federally recognized tribes with a service population of about 1.9 million American Indians and Alaska Natives.

INDIAN PREFERENCE: Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (Title 25, USC, Section 472). As a Irrigation System Operator, you will;

  • Service water delivery demands to eligible water users on irrigated lands on designated units.
  • Schedule deliveries and shut-offs to the best interest of all water users.
  • be required to deliver water within 48 hours and may be required to shutdown deliveries due to emergencies, water shortages, etc.
  • maintain records of all water deliveries including the amount, time delivered, crops irrigated and number of times irrigated.
  • repair or replace structures, ditches that need to be cleaned or repaired.

EXPERIENCE AND EDUCATION REQUIREMENTS:  (OPM Operating Manual, Qualification Standards for Technical and Medical Support Positions, GS-0459-5 and Irrigation System Operation Series, 0459).

 

Individual Occupational Requirements

Specialized Experience (for positions at GS-4 and above):

Examples of qualifying specialized experience include:

  • Farming or ranching work that provided knowledge of soil and water conservation practices and irrigation procedures used in the geographical area for which application is made.
  • Construction, maintenance, or operating work that provided a knowledge of the control, regulation, distribution, and measurement of water.
  • Controlling, clearing, repairing, and maintaining irrigation ditches, canals, and equipment; or soil conservation or engineering technician work where the duties provided a knowledge of irrigation procedures.

For GS-5:

Successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in any combination of courses such as civil engineering, agriculture, soil management or conservation, physical science, mathe-matics, or range management or conservation.

 

GS-5:  1 year of specialized experience equivalent to the GS-4 grade level OR 4-year course of study above high school leading to a bachelor’s degree with courses related to the occupation, if required.

 

SPECIALIZED EXPERIENCE:  Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA’s) to perform successfully the duties of the position, and is typically in or related to the position to be filled.

 

GENERAL EXPERIENCE:  (1) Any type of work that demonstrates the applicant’s ability to perform the work of the position, or (2) experience that provided a familiarity with the subject matter or processes of the broad subject area of the occupation.

Part-Time or Unpaid Experience: Credit will be given for all appropriate qualifying experience regardless of whether compensation was received or whether the experience was gained in a part-time or full-time occupation. Full-time work is generally considered to be 35 to 40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

SUITABILITY, CLEARANCE & REQUIREMENTS:  A background security investigation will be required for all new hires.  Appointment will be subject to the applicant’s successful completion of a background security investigation and favorable adjudication.  Failure to successfully meet these requirements will be grounds for termination.

 

OTHER:  Incumbent is required, as an incidental duty, to operate a government-owned or leased motor vehicle, in the performance of duties, therefore, a valid driver’s license is required.  Incumbent must have a safe driving record within the three-year period immediately preceding submittal of GSA Form 3607 and be able to meet the safe driving requirements of the Bureau of Indian Affairs.
